There is no single MCP-wide number for how many tools a coding agent can use, how many tokens their definitions consume, or how long a call may run. MCP defines how clients and servers discover and invoke tools; practical limits come from the client, SDK, server, model integration, and deployment. The key to troubleshooting is to identify which layer is imposing the constraint.
What “MCP server limits” can mean
MCP is an integration protocol: an MCP server exposes capabilities such as tools and prompts to a client. It does not set one universal quota for tool count, response size, context tokens, or call duration. The MCP tools specification describes discovery and invocation behavior, while individual clients and servers determine many operational details.
So a workflow that appears limited may be encountering one of several different constraints:
- Discovery: the client has not retrieved every available tool.
- Client or SDK behavior: a timeout or retry setting ends an operation.
- Server controls: authorization, rate limiting, or validation prevents a call.
- Model context: tool descriptions and returned content compete with task information for the integration’s context capacity.
These layers are related but not interchangeable. For instance, an MCP server may expose a tool while a client fails to discover it, or a client may discover it successfully but time out during invocation.

How MCP tool discovery works
Clients request the tool list with tools/list. The specification supports pagination and caching: a server may return a cursor for another page and may include a time-to-live for cached information. Servers should return tools in a deterministic order. A client that has fetched only one page—or is using a cached list—may therefore show fewer tools than the server currently makes available.
The set of available tools is not necessarily fixed. The specification allows it to change over time and to vary according to the authorization supplied. A changed credential, permission, or server deployment can change what the client discovers without any universal tool-count ceiling being involved.

Where timeouts, retries, and rate limits come from
The MCP specification recommends that clients implement timeouts for tool calls and that servers rate-limit requests. It does not establish a single timeout duration or numeric rate limit for every implementation. A timeout can be configured by the client or SDK, enforced by the server or hosting environment, or affected by the transport and model integration.
For example, the OpenAI Agents SDK reference documents configurable client-session timeout and retry settings for tool operations. Those are SDK controls, not universal MCP protocol defaults. When a call fails or runs out of time, record the client and SDK version and inspect the relevant settings alongside server logs and deployment limits.

Is there a maximum number of MCP tools or a fixed token cost?
The cited MCP material does not specify a maximum useful tool count or a universal token charge per tool schema. Nor does it establish one context-window limit shared by coding agents. Tool descriptions and results are presented through a particular client and model integration, so their context impact depends on that implementation and on the content being sent.
To understand context pressure in a specific workflow, use the coding agent’s own context reporting if available and inspect the tool descriptions and returned content it receives. Avoid relying on a generic MCP token figure: the official material cited here does not support one.

Troubleshoot a constrained MCP workflow by layer
- Check discovery. Confirm that the client completed
tools/listand followed any pagination cursors. Check whether its list is cached and whether credentials or the server deployment changed the authorized tool set. - Check the client and SDK. Identify the client and SDK versions, then inspect their timeout and retry settings. A client-side timeout is not proof that MCP defines the same duration for all users.
- Check server controls. Review server logs and configuration for rate limiting, access control, input validation, and output sanitization. Confirm that the calling identity is authorized for the requested capability.
- Check context handling. Inspect the descriptions and results supplied to the model and consult the agent’s context reporting. The official sources cited here do not establish a universal MCP-specific token overhead.
- Narrow the active scope. Enable servers and capabilities relevant to the task, and keep descriptions and outputs task-relevant. This can make the workflow easier to manage, but it is not a protocol-prescribed maximum or guarantee.
Security controls are part of the limits picture
Tool availability is not only a question of capacity. The MCP specification says servers must validate inputs, enforce access control, rate-limit calls, and sanitize outputs; it also recommends visible tool use and confirmation for sensitive actions. These controls can intentionally restrict or interrupt an operation. Clients should validate results and implement call timeouts. For a tool that performs a consequential action, investigate authorization and confirmation behavior rather than treating every refusal as a capacity problem.
