Mandatum is an early Go library that proposes tracking an AI agent’s authority through a signed delegation chain rooted in a named human. It is not an authorization policy engine: it passes chain information to an OpenID AuthZEN policy decision point (PDP), which makes the allow-or-deny decision. The project author’s description outlines a useful design for attribution and cross-call limits, but also identifies major implementation boundaries: sequence state is stored in-process, there is no audit log, and the code has not had a third-party security review.

What Mandatum is designed to do

Mandatum’s core idea is to make an agent’s delegated authority traceable to a human sponsor. In the project author’s proposal, each signed link in the chain commits to its parent by hash, carries the identity of the root human to descendants, and is intended to narrow rather than expand the capabilities granted by earlier links. The author says revoking one link invalidates descendants below it without affecting unrelated branches. These are design claims in the author’s announcement, not independently reviewed security findings. Read the project author’s announcement.

This distinction matters: Mandatum is intended to establish and convey delegated authority, not decide whether a particular operation is allowed. The author describes passing the delegation information to an AuthZEN PDP, with OPA, Cedar, and OpenFGA named as examples. A deployment still relies on its PDP’s policy to interpret the request and make the decision.

How the delegation chain is meant to work

  1. Start with a named human. The chain begins with the person whose authority is being delegated, rather than only a generic service identity.
  2. Record each delegation. A link commits to its parent by hash, allowing the proposed chain to preserve the relationship between successive grants.
  3. Constrain delegated capabilities. Each link is intended to grant no more authority than its parent. The author says revocation at a link invalidates the branch below it.
  4. Send the authority context to a policy decision point. The PDP evaluates the operation under its policy; Mandatum supplies the chain context rather than replacing that policy engine.

The proposal’s value therefore depends on more than a cryptographic chain. The chain must be represented correctly in requests, the PDP must enforce the intended policy, and operational controls must preserve a consistent view of chain state.

What the sequence example demonstrates

The announcement describes a stateful rule that evaluates events across calls: allow an initial write and a read of external content, then deny a later mutating write. It also says a sub-agent’s write is denied because the sequence state is keyed to the delegation chain’s root rather than kept separately for each agent. The author characterizes a constraint as fixed-size state consisting of a trigger bit and a counter.

In the coding-agent example, attacker-writable dependency README files, issue comments, and fork diffs could be tagged as external-content, while a push could be tagged as mutating. The rule can only match the events that are correctly classified: an untagged or misclassified read or write may fall outside the intended protection. The output described in the announcement is the author’s account of what the project test prints; it is not an independently run test or security assessment.

Where the design could be useful

Coding agents

A team could express a rule intended to prevent a push after the agent has read attacker-controlled material. The critical design questions are whether resource tags cover the relevant reads and writes, and whether every governed call shares the same enforcement history.

Customer-support agents

If an agent can issue customer credits, a delegation chain could associate its session with the support engineer who approved it, instead of leaving the action attributed only to a generic service account. That improves the proposed attribution path, but it also means the approval identity is the person the resulting record points to; organizations need to decide what approval and accountability should mean in their workflow.

Long-running research agents

A sponsor could grant an invocation budget for a long-running task, with sub-agents drawing from the same chain-wide limit. This differs from giving each sub-agent its own allowance: the relevant question is whether the limit is shared across the delegated chain or reset for each agent.

Implementation boundaries and open questions

  • State is local to one process. The author says the sequence store is in-process. Two policy enforcement points with separate memories can give the same agent two histories, so a deployment would need to route calls governed by one chain through a consistent stateful enforcement point. A distributed or shared-state mechanism is not established in the announcement. The Clarity Today report also surfaces this operational constraint.
  • No audit log is built yet. The announcement explicitly says, “There is no audit log yet.” That is a notable gap for a project whose motivation includes tracing actions to a human.
  • No third-party security review is reported. The cryptographic and security properties remain proposed design claims pending independent review.
  • Tagging is part of the enforcement boundary. The sequence rule works on resource tags, so coverage depends on reliable classification of the relevant actions and resources.
  • AuthZEN chain placement remains open. The author describes keeping chain hops in a vendor-prefixed key and points to an open AuthZEN discussion. The announcement’s COAZ-MCP binding work uses the default mapping so far for tools/call, while omitting declared mappings and CEL and adding behavior listed as divergence in its conformance document.
  • Recovery after a trigger is unclear. The announcement does not establish whether a fired sequence trigger can be cleared during an existing chain or whether renewed authority would be required.
  • The chain’s added value is a live design question. The author invites scrutiny of whether proving that no delegation hop widened authority is worth the machinery beyond simply identifying upstream actors.

How this fits with agent authorization standards

The project author characterizes MCP authorization as the transport-level process by which a client obtains a token for a server, rather than a specification of which tool an agent may call, what authority the agent holds, or who delegated it. The author also says MCP authorization working-group discussions include per-tool scopes and consent across agent chains, and that the Enterprise-Managed Authorization extension became stable in June 2026 with a token scoped to a server rather than an individual call.

Those standards and status statements are the author’s account in the September 16, 2026 announcement, not independently confirmed here against current specifications or working-group records. Treat them as context for the proposal, not as a complete or definitive statement of current standards. The chain’s precise placement in AuthZEN requests is itself described as unresolved.

Why human attribution is part of the problem

The announcement cites two vendor-commissioned, self-reported surveys. In February 2026, the Cloud Security Alliance and Strata Identity reported that 28% of 285 organizations could reliably trace agent actions to a human or system across all environments. That wording combines human and system attribution; it does not measure human sponsorship alone. In March 2026, the Cloud Security Alliance and Aembit reported that 68% of 228 organizations could not clearly distinguish AI-agent activity from human activity. These figures are reported by the project author; the original survey reports were not available for independent examination here, so they should not be generalized beyond the stated questions and samples.

What to assess before adopting the proposal

Mandatum is best evaluated as an early design and implementation proposal, not as a proven production control. A team considering it should establish whether its requirements and deployment can support the following:

  • Human-sponsor attribution that remains meaningful across every delegation.
  • Capability narrowing and branch revocation that match the organization’s authority model.
  • Accurate tagging of resources and actions for any cross-call sequence policy.
  • A single, consistent enforcement history for calls belonging to the same chain, including sub-agent calls.
  • An audit trail suitable for investigation and accountability, given that the described implementation has none yet.
  • A standards binding and AuthZEN request representation that fit the organization’s integrations.
  • Independent security review before relying on the cryptographic claims for sensitive access decisions.
