But a reason for the increase does not by itself establish that the developer can charge it. Check the signed scope, pricing terms, change-approval process, and applicable law before authorizing extra work.
Why can a web development price increase after signing?
The key question is whether the revised amount covers work already included in the agreement or work that has been added or repriced under its terms. Compare the original quote and signed statement of work with the specific change being proposed.
The requested scope grew
A new feature, user flow, page type, integration, or redesign may require work beyond the agreed deliverables. Ask the developer to identify which original scope item the request changes. If the work was already promised, the disagreement may be about how to interpret the agreement rather than a genuine scope change. The UK government’s digital-services contract guidance recommends setting out the work in a statement of work.
Discovery revealed more work than the estimate anticipated
Requirements, existing code, data, integrations, or third-party systems may be better understood as a project develops. The UK Government’s Cost Estimating Guidance explains that estimates evolve as a project’s scope and schedule mature. That describes how estimates can change; it does not, by itself, revise a signed fixed-price agreement.

The agreement prices time rather than a fixed deliverable
Fixed price, time and materials, and capped time and materials allocate price risk differently. The UK guidance identifies these as payment approaches. With time-and-materials billing, the total may depend on hours worked and agreed rates; a cap may limit the total, subject to the contract’s terms. Check whether the signed price is fixed, an estimate, a budget, or a ceiling, and look for reporting duties, approval thresholds, and rules for reaching the cap.
An assumption, dependency, or schedule changed
A quote may assume a particular platform or API, timely access to an existing codebase, ready-to-use content, or prompt client decisions. A changed assumption can affect effort, but it does not automatically entitle the supplier to more money. Ask what changed, when it became clear, and which party the agreement makes responsible for that dependency.

A delayed or changed delivery date can also affect effort or availability, depending on the agreement. The UK government’s software-development agreement template treats impact analysis as part of a change request, but a delay alone does not establish that repricing is permitted.
Approval was unclear
An informal conversation, a revised estimate, or work already performed can leave both parties with different understandings of what was requested and approved. Check the contract’s change-control process and keep the related emails, tickets, meeting notes, approvals, and versions of the scope document.

What should you check in the contract and revised quote?
- Scope: Deliverables, exclusions, acceptance criteria, revision rounds, and stated assumptions.
- Price basis: Fixed price, estimate, time and materials, or capped time and materials; applicable rates and any not-to-exceed amount.
- What changed: The requirement or assumption affected, who requested or identified the change, and when.
- Impact breakdown: Added work by task or role, estimated hours or other cost basis, rates, total, applicable tax, milestone changes, and effect on the launch date.
- Approval rules: Whether changes must be approved in writing, who may approve them, and whether the developer can begin before approval.
- Alternatives: Remove or defer another feature, substitute for an in-scope item, split delivery into phases, or agree to price the addition separately.
The UK government’s software development services agreement includes a sample change-request form. It asks for the scope change, its business benefit, the consequences of not making it, an impact analysis that includes consulting costs, alternatives, and approval to proceed. It is a template example—not a rule that applies to every web project.
How should you respond to a proposed increase?
- Compare the request with the signed scope. Identify whether the work is already a deliverable, depends on an agreed assumption, or is genuinely additional.
- Ask for a written explanation. Request the affected scope item or assumption, the reason it changed, and a task-level cost and schedule impact.
- Confirm the pricing and approval terms. Ask whether the proposal is a fixed-price change, an estimate, or time-and-materials work, and ask which contract term governs approval.
- Do not authorize extra work by accident. If you are not ready to proceed, state in writing that additional work should not begin until both parties agree in the form required by the contract.
- Record any agreed change. Document added or removed scope, the price or pricing method, timeline effects, changed assumptions, and approval in a signed amendment or another form the agreement recognizes.
For example, you could write: “Please identify the original scope item or assumption affected, explain what changed, and provide the task-level cost and schedule impact. Please confirm whether this is a fixed-price change request, an estimate, or time-and-materials work, and point me to the contract term that governs approval. Please do not start additional work until we agree in writing.” This is a practical request, not a legal formula.

What do fixed-price and government-contract examples establish?
A fixed price for defined work differs from a quote that is explicitly an estimate or from time-and-materials billing. The UK government guidance recommends an initial statement of work describing what will be done, how long it should take, how it will be paid for, and the cost. It also says later statements of work should be prepared, agreed, and signed by both parties. This is useful process guidance, not a universal rule for private contracts.
In a narrower US federal-procurement context, the FAR Changes clause says a qualifying change within the general scope of the contract may lead to an equitable adjustment in price, delivery schedule, or both. That clause is not a general rule for ordinary private web-development projects.

Can a developer legally increase a signed price?
There is no universal answer based on the fact that a quote increased. It depends on the agreement’s language, the documented scope and assumptions, what was requested and approved, the facts, and the law that applies. A proposed increase is not automatically valid because the work took longer than expected; nor does signing a price settle every later change if the contract provides a process for changing scope or billing for time.
This is general information, not a decision about a particular dispute. UK government contract guidance and a US federal clause illustrate specific practices and contexts; they do not determine the outcome under every private contract. If a substantial amount is disputed, consult a qualified lawyer in your jurisdiction.
