Wireless local loop (WLL) is a fixed wireless access arrangement that uses radio to connect a subscriber’s premises to a provider’s network in place of, or as part of, the wired local access link. The provider’s radio site then routes traffic onward to a telephone network or the internet.
How does a wireless local loop work?
A typical WLL connection has a radio endpoint at the customer’s premises and a provider base station or central antenna site. The endpoint sends and receives traffic over a radio access link; the provider site connects that traffic through the wider network to a telephone service or internet gateway. The FCC describes this as fixed wireless access replacing the wired “last mile,” also called the local loop. FCC, FCC 01-192, Appendix A
The radio link defines the wireless part of the arrangement, not every segment of the network. Beyond the provider radio site, traffic may travel over fiber, copper, point-to-point microwave, or a combination of transport links. What does “wireless local loop” mean?
“Local loop” refers to the access connection between a subscriber and the local exchange or provider network. In WLL, radio provides that connection rather than a fully wired subscriber loop. The term is closely related to fixed wireless access (FWA). ITU’s handbook notes that fixed wireless access was previously called radio local loop or wireless local loop. In broader terminology, ITU-R defines wireless access systems as radio connections between end users and public or private core networks. ITU-R Recommendation F.1490
Is WLL the same as Wi-Fi?
No. WLL describes the provider’s access connection to a subscriber’s premises. Wi-Fi is a wireless local area network technology used to connect devices within a home, office, or other local area. A household might receive internet service through WLL and then share that connection among phones and computers over Wi-Fi, but the two links serve different purposes. What services and technologies can WLL use?
WLL can provide voice service, data access, or both. The specific radio system depends on the service requirements and the deployment environment; WLL is not the name of one radio standard or a guarantee of a particular speed, range, or availability. The ITU handbook identifies factors such as user needs, topography, performance, regulation, environmental constraints, cost, and operator strategy as relevant to choosing a system. Whether a WLL service is available, what equipment it needs, and how it performs depend on the provider and location. The term alone does not establish current spectrum rules, coverage, installation requirements, or a service’s performance.

What should you compare when evaluating a WLL connection?
Compare the actual deployment and service rather than relying on the WLL label. Useful questions include:
- Which segment is wireless? Identify the subscriber access link and how the provider connects its radio site to the rest of the network.
- What service is offered? Confirm whether the connection supports voice, data, or both, and check the provider’s stated performance requirements.
- What local conditions matter? Ask how coverage, terrain, and any line-of-sight or propagation requirements affect service at the premises.
- What are the deployment constraints? Check spectrum and regulatory context, installation needs, operating conditions, and costs for the specific location and provider.
These factors are relevant when comparing WLL with wired access or another wireless system; no single technology or result follows from the WLL definition itself. ITU, Fixed Wireless Access: A Handbook
