Also known as Hotspot 2.0, it is designed to reduce the need to select a network and enter login details manually each time. It is not a Wi-Fi provider, a particular router, or a guarantee that every Passpoint hotspot will accept your device.
What Passpoint does
Passpoint defines how compatible Wi-Fi devices and hotspots can find one another and handle access using a profile and credentials supplied in advance. A profile identifies the credentials and network relationships the device can use. A hotspot must be configured to recognize those credentials, so the Passpoint label alone does not grant access to every user or venue.
Microsoft describes Passpoint as a standard for seamless hotspot authentication and notes that it is sometimes called Hotspot 2.0: Microsoft Learn: Hotspot 2.0.
How a Passpoint connection works
1. The device discovers a suitable network
Passpoint uses 802.11u mechanisms to let a device learn information about a hotspot and its provider before joining. The device can assess whether a network appears relevant to its profile rather than relying only on a person choosing a network name.

2. A profile supplies credentials
The profile and credentials may be provisioned through a provider website or app, a mobile operator, a management policy, or an operating-system onboarding flow. The available methods differ by platform and release; Microsoft’s Windows documentation describes these paths and their limitations: Microsoft Learn: Hotspot 2.0 provisioning.
3. The hotspot authenticates the device
Microsoft documents Passpoint authentication and encryption using WPA2-Enterprise or WPA3-Enterprise with supported EAP methods. These mechanisms describe how a client and network can authenticate and protect the Wi-Fi connection; they do not by themselves guarantee a provider’s privacy practices, overall network security, or internet-service quality. Consider who issued the profile and which provider operates the network.

Will a phone connect automatically?
It can, when the device supports the relevant Passpoint features, has a suitable profile and credentials, can discover the hotspot, and the hotspot or its roaming partner accepts those credentials. If any of these conditions is missing, the phone may not connect automatically—or may not be eligible to connect at all. A generic Passpoint label does not mean the network is open to everyone.
Passpoint and OpenRoaming are different
Passpoint is the Wi-Fi Alliance standard; OpenRoaming is a Wireless Broadband Alliance (WBA) roaming federation that uses Passpoint technology to connect participating identity providers and Wi-Fi network providers. Passpoint support does not prove that a hotspot participates in OpenRoaming, nor that a particular user’s credentials will work there. Support depends on the device, operating system, and certified product
Android
Android’s AOSP documentation says Passpoint support is required on devices running Android 11 or later that include Wi-Fi. This platform requirement does not establish that every device, provider profile, or Passpoint feature will work in every deployment: Android Open Source Project: Passpoint.
Windows
Microsoft’s documented behavior varies by version. Windows 10 supports Passpoint Release 1 discovery and profile creation but does not support Online Sign-Up. Windows 11 supports Online Sign-Up subject to stated constraints; subscription remediation and policy updates are not supported in that flow. Check Microsoft’s current platform documentation for the details that apply to the specific Windows release and provisioning method: Microsoft Learn: Hotspot 2.0.

Passpoint release labels
Passpoint capabilities can differ between individual certified client and access-point products. Wi-Fi Alliance certification records show Release 3 capabilities for some products, but a general Passpoint label does not identify a product’s exact release or feature set. Check the record for the specific product and the network’s configuration rather than assuming that all certified equipment supports the same capabilities: Wi-Fi Alliance Product Finder: Passpoint products.

- Profile: Confirm that the provider’s profile is installed and current, and that it applies to the service you expect to use.
- Eligibility: Ask the provider whether the hotspot accepts your identity or participates in a roaming arrangement for which you are eligible.
- Platform: Check the device’s operating-system version and the specific Passpoint onboarding or discovery features it supports.
- Network configuration: A hotspot may advertise Passpoint while lacking the configuration, authentication method, or credential relationship required by your profile.
- Product capabilities: For operator or enterprise deployments, verify the certified capabilities of the particular client and access-point products; do not infer them from the word Passpoint alone.
For operators evaluating a deployment, the WBA’s 2024 guide discusses adoption considerations such as onboarding complexity, network upgrade costs, device compatibility, and business case: WBA OpenRoaming Deployment Guide. Those considerations are separate from the basic consumer meaning of Passpoint.
