Virtual patching is a temporary security control that blocks or limits the way an attacker can exploit a known software vulnerability, without changing the vulnerable code itself. It can reduce exposure while a permanent fix is unavailable, untested, or unsafe to deploy immediately—but it does not replace installing that fix.

It matters most when a vulnerable system remains reachable and exploitation is a concern. The urgency is not that virtual patching is new: current CISA guidance stresses reducing unnecessary internet exposure and prioritizing vulnerabilities known to be exploited.

How virtual patching works

A software patch changes the affected product, correcting the underlying flaw. A virtual patch instead puts a control around the vulnerable application or service and tries to stop the specific exploit path—for example, by filtering a malicious request or restricting access to the service. OWASP describes a methodology for creating and implementing these controls in its Virtual Patching Cheat Sheet.

The vulnerable code remains present. A virtual patch may reduce the chance that the flaw can be exploited through a covered route, but it does not repair the flaw or establish that every route to it is blocked. A web application firewall (WAF) can be one way to apply application-layer rules; a WAF is not required for every virtual patch, and using one does not remove vulnerable code.

Why it matters now—and what “suddenly” does not mean

The practical case for virtual patching is strongest when a vulnerability is being exploited or presents significant risk, but a permanent patch cannot yet be deployed safely. CISA’s Internet Exposure Reduction Guidance, published June 4, 2025, asks organizations to identify internet-exposed assets, determine which need internet access, and mitigate risks for those that remain exposed. CISA also maintains a Known Exploited Vulnerabilities (KEV) Catalog to help organizations prioritize vulnerabilities known to be exploited.

Those priorities explain why temporary controls can be useful; they do not show that virtual patching has suddenly become widespread or that the practice is new. The reviewed guidance establishes ongoing concern about exposed systems and exploited vulnerabilities, not a sudden increase in virtual-patching adoption.

When to use it—and when not to treat it as a fix

CISA’s federal incident and vulnerability response playbook says remediation should usually consist of patching. Its alternatives are relevant when a patch does not exist, has not been tested, or cannot be applied promptly. The playbook is a federal-agency response framework; its mitigation examples are not a universal recipe for every organization or flaw.

Depending on the vulnerability and the operational consequences, interim measures may include disabling an affected service, changing firewall rules to block access, limiting who can reach a system, isolating vulnerable systems, increasing monitoring, or making a permanent configuration change. The right choice depends on whether it addresses the particular exploit path and whether the service can safely tolerate the restriction.

Use a virtual patch as a bridge, not a reason to defer remediation indefinitely. If a vendor fix becomes available, test it in a representative environment and apply it when safe; then remove temporary controls that are no longer needed. CISA’s Log4j advisory offers a vulnerability-specific example of tracking affected assets and actions, checking whether mitigations worked, monitoring after mitigation, and testing updates before production deployment. Those are useful operational practices, not Log4j instructions to apply unchanged to every flaw.

A practical virtual-patching workflow

OWASP lays out six phases: preparation, identification, analysis, virtual patch creation, implementation/testing, and recovery/follow-up. In practice, teams can use them as a loop from readiness through permanent repair:

  1. Prepare before an incident. Maintain visibility into applications, services, owners, and exposure, and know how your organization can enforce and roll back a control. OWASP cautions that a live compromise is a poor time to propose introducing a WAF and the concept of virtual patching.
  2. Identify the vulnerable behavior and affected assets. Establish which products and versions are affected, where they run, how they can be reached, and what requests or service behavior exercise the flaw.
  3. Analyze the exploit path and operational constraints. Decide what must be blocked or restricted, which entry points need coverage, and what legitimate activity could be disrupted by the proposed control.
  4. Create a narrow mitigation and test it. Build a rule or other control aimed at the vulnerable behavior. Test both whether it blocks the relevant exploit path and whether normal traffic or required service functions still work.
  5. Deploy, verify, and monitor. Apply the control to affected assets, check its effect where possible, and watch for failed requests, service disruption, or signs that the vulnerability is still being targeted. Record which assets were covered and what action was taken.
  6. Follow through with the permanent fix. Track vendor updates, test the patch in a representative environment, install it when safe, and reassess or remove temporary controls after the underlying vulnerability has been corrected.

How to choose between possible mitigations

There is no single control that suits every vulnerability. Compare candidate actions against the specific flaw and the system’s role before deploying one.

Decision factor What to check
Exploit-path coverage Does the control block the vulnerable behavior or limit access to every relevant entry point and affected asset?
Operational impact Could it block legitimate requests, interrupt a required service, or prevent users or systems from doing necessary work?
Safe deployment Can the team apply the measure promptly and reverse it if it causes problems?
Verification and monitoring Can the team confirm the control is active, look for signs it is failing, and detect unintended effects?
Path to permanent remediation How soon can the vendor patch be tested and applied safely, and who owns that follow-up?

A control that is quick to deploy but misses an exposed route may create false confidence. One that blocks the route but breaks a critical service may not be sustainable. Keep the asset inventory, mitigation status, validation, monitoring, and patch plan connected so an interim measure does not become an untracked permanent exception.
