The token may be limited to a particular merchant, device, or payment scenario, so a token exposed in one context can be less useful elsewhere. Tokenization reduces exposure of the card number; it does not by itself guarantee that a payment is fraud-proof.
How payment-card tokenization works
EMVCo describes payment tokenization as replacing a PAN with a unique alternative value. Its framework supports in-store, e-commerce, and remote payments, and allows a token to be constrained by merchant, device, or payment scenario. The card number is not simply renamed: the token is designed to stand in for it in a defined payment context.
- Credentials are provisioned. The cardholder’s payment credentials are set up for a particular use, such as a device or merchant relationship.
- A token is used at payment. Instead of sending the PAN as the payment credential, the transaction uses the token.
- The payment is authorized. The transaction moves through the relevant payment ecosystem to the issuer for authorization. In the EMV Payment Token framework, the merchant and acquirer do not receive the corresponding PAN.
- Controls help validate use. The token’s restrictions, together with other controls, help determine whether it can be used for that transaction.
Not every system called tokenization follows this same route. EMVCo distinguishes its network-routed payment-token framework from other arrangements, including tokenization between a merchant and acquirer. EMVCo’s payment-tokenization overview describes the framework and its uses.
Types of payment tokens
“Token” can refer to different values created by different participants. PCI Security Standards Council distinguishes acquiring tokens, issuer tokens, and EMV Payment Tokens; they should not be treated as interchangeable labels for every stored card reference.

These are differences in creator, purpose, and payment arrangement, not a ranking of security or quality. EMVCo’s ecosystem includes participating issuers, merchants, acquirers, payment systems, networks, processors, and service providers, with roles and lifecycle processes. PCI SSC explains the three categories in its token terminology FAQ.
What tokenization improves—and what it does not
A token can reduce the value of compromised payment data when its use is limited: someone who obtains a token may not be able to use it in a different merchant, device, or transaction context. EMVCo also notes that issuers may be able to control or replace tokens for specific contexts, potentially avoiding some card replacements. These are capabilities and potential benefits, not guaranteed outcomes for every bank, card, or customer.

Tokenization alone does not stop fraud. PCI SSC says EMV Payment Tokens must be used with a dynamic token cryptogram and/or other sufficient domain controls to help prevent fraudulent use. The token is one part of the payment-security design, not a promise that a breach cannot affect customers or that other security obligations disappear. Payment tokens are not the same as tokenized assets
In this article, tokenization means substituting a payment-card PAN with a token in a card transaction. In digital-asset discussions, the word can instead mean representing legal rights in token form on a digital ledger. The Bank of Canada’s June 2026 article discusses that separate ledger-related usage; it is not the payment-card process described above. EMVCo’s payment-token page lists the Payment Tokenisation Specification – Technical Framework v2.4 as published on 9 July 2026. EMVCo lists draft materials separately from the published specification. Because standards pages can change, consult the current EMVCo page for the latest version and status.
