The FCC warned about a robocall network it calls “Royal Tiger” after classifying it on May 13, 2024, as its first Consumer Communications Information Services Threat (C-CIST). The calls described in the FCC notice impersonated government agencies, banks, and utility companies, using alarming claims or financial offers to pressure people to respond.
What is the Royal Tiger robocall scam?
“Royal Tiger” is the name the FCC Enforcement Bureau used for a network it classified as a C-CIST. According to the FCC notice, calls linked to the network used false claims about Social Security, financial transactions, credit-card interest rates, and purchases recipients had not authorized. The FCC’s designation reflects its classification and allegations; the notice does not establish that every call invoking the name came from one centrally controlled operation.
The FCC described the network as having a presence in India, the United Kingdom, the United Arab Emirates, and the United States. It identified Prince Jashvantlal Anand, also known as Frank Murphy, as the network’s leader and Kaushal Bhavsar as an associate. Entities associated with the network in reporting on the notice include Illum Telecommunication Limited, PZ Telecommunication LLC, One Eye LLC, Illum Telecommunication Private Limited, PZ Telecommunications LTD, UK Tell Ltd, Opulix Digital Limited, and Opulix Digital Private Limited.
What did the calls say?
The FCC notice says many calls impersonated government agencies, banks, and utility companies. Other campaigns offered supposed reductions in credit-card interest rates or referred to purchase authorizations the recipient had not made. Its sample scripts illustrate how a call might combine a borrowed authority, an urgent problem, and a prompt to continue:

- Government impersonation: “This call is from the Department of Social Security Administration.”
- Financial alarm: “Attention, this call is from Federal Reserve system to notify you that we have found some suspicious activities in your financial transaction.”
- Threat and pressure: One script claimed the caller had “just suspended your social security number” and directed the recipient to press 1.
A claim that your Social Security number has been suspended is a serious warning sign, not a reason to follow the caller’s instructions. Treat unexpected calls about government action, account trouble, suspicious transactions, utility issues, or unfamiliar purchases with caution. Do not press a requested key or provide information just because the caller says the matter is urgent. Instead, end the call and contact the organization using a number you find independently, such as one on an official statement or the organization’s official website.
What does the FCC’s C-CIST warning mean?
C-CIST stands for Consumer Communications Information Services Threat. The FCC defines a C-CIST as a party whose misconduct “in either nature or scope—poses a significant threat to consumers’ trust in, and ability to use, communications information services.” The Royal Tiger classification was the FCC’s first C-CIST designation.

The label is a detection and coordination tool, not a consumer product, seal of approval, or certification. The FCC says the goal is to help law-enforcement partners and telecommunications-industry stakeholders identify, detect, and block harmful traffic. It stated: “The objective is to ensure that these threat actors are readily detected and blocked from perpetuating potentially unlawful schemes that compromise our communications information services and harm consumers.”
The notice also emphasizes the role of providers, including checks on customers and upstream providers. These measures are aimed at helping providers identify and block suspect traffic; the designation itself does not mean that consumers can identify every fraudulent call by its displayed number or caller ID.

How to respond to a suspicious call
- Do not follow the caller’s prompt. Avoid pressing a number, staying on the line to “resolve” a threat, or sharing personal or financial information.
- End the call. A caller’s urgency or claimed affiliation is not proof that the call is genuine.
- Verify independently. Contact the agency, bank, or utility through a trusted number you obtain separately—not a number or link supplied during the call.
- Assess any claimed account issue through official channels. If the call mentions a purchase or transaction, check directly with the relevant bank or merchant using its official app, website, or phone number.
What the FCC notice does—and does not—establish
The FCC announcement establishes that the agency classified Royal Tiger as a C-CIST and describes the alleged call patterns and people and entities it associated with the network. The notice, as summarized by the FCC, does not provide a standalone figure for Royal Tiger’s victim count, call volume, or consumer losses. The designation is a warning intended to support detection and blocking; it is not, by itself, proof that any particular call reaching your phone came from the network.
