The Java Runtime Environment (JRE) is the software layer that provides the Java virtual machine (JVM), libraries, and other components a Java application needs to run. The JVM executes Java bytecode; the JRE is the broader runtime environment around it. The Java Development Kit (JDK) adds tools for building and debugging Java programs.

What the JRE does

A Java application needs more than the code it was written with: it needs a runtime capable of executing that code and providing standard libraries and supporting components. The JRE supplies those pieces. Oracle’s Java Platform Overview describes the JRE as providing the libraries, JVM, and other components needed to run Java applets and applications. The JRE is a runtime environment, not a programming language. It is also not another name for the JVM: the JVM is one part of Java execution, while the JRE describes the larger set of runtime components.

JRE vs. JVM vs. JDK

Term Role When it matters
JVM The virtual machine that executes Java bytecode and manages runtime behavior. It is the execution engine, not the complete runtime environment.
JRE The runtime environment: JVM, standard libraries, and supporting components. It describes what Java applications need to run; it was historically distributed as a separate runtime image.
JDK The Java development kit, with runtime capabilities plus development tools such as compilers and debuggers. Use it to build or debug Java applications, as well as to run them.

Do you still need to install a separate JRE?

Not necessarily. The JRE remains a useful name for the components required to run Java software, but a standalone JRE download is not a universal installation option. In Oracle’s packaging, JDK 9 and 10 had separate modular JRE and JDK images. Oracle’s migration guide says JDK 11 and later do not have a separate JRE image; the older pattern of finding a jre/ directory inside a JDK is therefore not a reliable guide to current installations. What to install depends on the application, Java release, and distribution vendor. Follow the software vendor’s instructions and use a compatible Java version and distribution rather than searching for an unspecified “latest JRE.” Oracle’s documentation verifies Oracle’s packaging; it does not establish that every Java vendor packages Java identically.

How Java applications get a runtime today

A Java application may rely on a compatible Java installation already on the computer, or its publisher may provide a dedicated runtime with the application. Oracle’s Java SE 27 migration guidance recommends jlink, introduced in JDK 9, to package application-specific runtimes instead of depending on a pre-installed system JRE. This approach explains why a user can run some Java applications without installing a system-wide JRE: the application may supply the runtime it needs. It does not mean every Java application includes one, so check the publisher’s requirements if an app reports that Java is missing or incompatible.

Java version context

Java specifications and runtime packaging are related but separate questions. Oracle’s specifications index lists Java SE 26, released in March 2026, and presents the Java Language Specification and Java Virtual Machine Specification as distinct specifications. That release information does not imply that a standalone JRE is distributed for every Java version. Oracle Java SE Specifications
