The Internet Research Task Force (IRTF) promotes longer-term research that can help shape the evolution of Internet protocols, applications, architecture, and technology. It organizes that work through focused Research Groups. The IRTF’s role is research and collaboration; the related Internet Engineering Task Force (IETF) focuses more on shorter-term engineering and standards-making.

IRTF stands for Internet Research Task Force. Its purpose is to promote research relevant to the evolution of the Internet, including its protocols, applications, architecture, and technology. The organization describes its remit on its official overview.
What does the IRTF do?
The IRTF brings people together to investigate Internet-related questions whose solutions may take time to develop. Its main work takes place in topic-focused, long-term Research Groups. These groups provide a setting for ongoing collaboration and teamwork; contributors participate as individuals rather than as representatives of their employers or other organizations.
Research Groups typically discuss their work through group mailing lists. The IRTF overview also identifies broader announcement and discussion lists. The Research Groups directory is the place to check which groups are currently chartered; group status and the directory can change.

How is the IRTF different from the IETF?
The IRTF and the Internet Engineering Task Force (IETF) are related organizations, but their emphasis differs. The IRTF concentrates on longer-term research, while the IETF concentrates more on shorter-term engineering and standards-making. IRTF research may inform later engineering or standards work, but research activity should not be confused with creating a standard.

This is a distinction in focus, not a claim that the organizations have no relationship. The IRTF’s introductory presentation describes its work as research rather than standards development, and the IETF’s engineering work can draw on relevant research.

Does the IRTF make Internet standards?
The IRTF is not primarily a standards-development organization. It can publish documents in the RFC series, but an RFC’s publication does not by itself mean that the document is an Internet standard. The IRTF Document Stream has its own review process, with the Internet Research Steering Group (IRSG) reviewing and approving documents published in that stream. The IRTF’s policies and procedures point to the relevant process documents.
Research groups may emphasize different outputs. For example, the proposed SUSTAIN group description prioritizes research publications and proof-of-concept implementations, measurements, and demonstrations over RFC production, and says standardization is deferred to the IETF. That is an example of one proposal, not a universal rule for every IRTF group.

How is the IRTF governed?
The IRTF Chair manages the organization in consultation with the IRSG. The Internet Architecture Board (IAB) appoints the Chair. The Chair coordinates Research Group work and reports on IRTF progress to the IAB and the wider Internet community.
The IRSG includes the IRTF Chair, Research Group chairs, and members at large. In addition to managing Research Groups, it reviews and approves documents for the IRTF Document Stream. The IRTF’s pages on the IRTF Chair and the IRSG describe these roles.

How can people take part?
Participation centers on the relevant Research Group and its discussions. The IRTF describes group mailing lists as generally public unless a group states otherwise, and maintains announcement and discussion lists through its official site. Check the group’s current information for its topic, mailing list, and participation details.
The organization also supports research exchange through the ACM/IRTF Applied Networking Research Workshop and the Applied Networking Research Prize, which connect academic research with the Internet standards community. The IRTF overview describes travel grants and fee waivers for PhD students, early-career researchers, and under-represented groups attending research meetings, workshops, and related events. Eligibility and availability depend on current program and event details, so consult the IRTF site for current information.
