A network protocol defines shared rules that let separate devices or programs exchange messages and understand what those messages mean. Protocols work at different layers: IP moves datagrams between hosts, transport protocols such as TCP and UDP provide different kinds of communication service, and application protocols such as HTTP define message exchanges. An API is different: it is the interface software uses to request operations from a library or service. An HTTP-based API uses the HTTP protocol, but the API and protocol are not the same thing.

What does a network protocol do?

A network protocol specifies how communicating participants format messages and how they are expected to behave when sending, receiving, or responding to them. When devices and software implement compatible rules, they can interoperate even if they were built independently.

No single protocol handles every part of Internet communication. Protocols are organized by function: one layer may address and forward data, another may provide communication services to applications, and another may define what the exchanged messages mean. The Internet works through systems implementing compatible protocols across these layers.

How do IP, TCP, UDP, and HTTP fit together?

The Internet model makes the division of work clearer. RFC 1122 describes IP at the Internet layer, TCP and UDP at the transport layer, and higher-level application protocols above them.

Layer or example What it does What it does not establish on its own
IP Moves datagrams from a source host toward a destination host. It does not promise end-to-end delivery.
TCP Provides connection-oriented transport with reliability, resequencing, and flow control. It does not define the meaning of application messages.
UDP Provides a connectionless datagram transport service. It does not provide TCP’s reliable, resequenced delivery service.
HTTP Defines an application-level request/response exchange. It does not replace the lower layers that carry its messages.

The Internet Engineering Task Force (IETF) puts the transport layer’s role simply: “The transport layer provides end-to-end communication services for applications.” (RFC 1122, Requirements for Internet Hosts — Communication Layers.)

As an analogy, IP is like addressing and forwarding, the transport protocol is the delivery service, and the application protocol defines what the messages say and how participants respond. Like any analogy, this simplifies the actual technical details; importantly, no one layer does all the work.

What is the difference between a network protocol and an API?

A protocol is a set of communication rules for participants exchanging messages. An API, or application programming interface, is a software-facing interface that code uses to request operations from a library or service. An API might let a program ask a library to make a network request; the protocol specifies the rules for the messages that are sent and received.

For example, an HTTP client library may expose API operations where code supplies a URI, a method, request options, and optionally a body, then handles a response. That library API is how the application invokes HTTP behavior; it is not HTTP itself. RFC 8095 describes HTTP as a request/response protocol and discusses the interfaces HTTP libraries provide to callers.

How do HTTP-based APIs use HTTP?

An HTTP-based API uses HTTP as a substrate for an application-specific interface. HTTP contributes general mechanisms and semantics for requests and responses; the API’s design defines the application-specific meaning of its content and fields while preserving HTTP’s generic semantics. The IETF notes that “Applications often use HTTP as a substrate to create HTTP-based APIs” in RFC 9205, Building Protocols with HTTP.

Using HTTP can let an application draw on shared implementations and familiar mechanisms. It also means the design must account for HTTP’s requirements and for interoperability, extensibility, and independently evolving clients and servers. Calling something an API does not make it a protocol, and using an API does not mean every application exposes or uses network communication in the same way.

How should you compare communication alternatives?

First identify which layer you are choosing. TCP versus UDP is a transport decision; HTTP versus a purpose-built application protocol is an application-protocol decision; choosing how software accesses transport capabilities is an API architecture decision. These are different comparisons, not one list of interchangeable options.

TCP or UDP at the transport layer

TCP is a connection-oriented service that provides reliability, resequencing, and flow control. UDP provides datagram transport without those TCP service guarantees. Which is suitable depends on what the application needs and what behavior it must handle itself; neither is universally best.

HTTP or a purpose-built application protocol

Designers can use HTTP as the basis for an application-specific API or create a purpose-built protocol. HTTP brings general mechanisms and shared implementation possibilities, but an HTTP-based design must fit HTTP’s semantics and requirements. RFC 9205 emphasizes care around interoperability and protocol evolution; it does not establish that HTTP is always faster, safer, or easier.

A transport-services API

A transport-services API can present capabilities such as name resolution, connection establishment, and data transfer through a common software interface that can map to multiple transports. RFC 9621 describes an asynchronous, event-driven model of this kind. It is an architectural option, not evidence that every application can use a particular implementation today.

Questions to ask before choosing

  • Delivery: What delivery guarantees does the application need, and what must it implement itself?
  • Connection behavior: Does it need connection setup and maintained state, or a datagram service?
  • Message pattern: Does it use request/response or another exchange pattern?
  • Implementation burden: How much communication behavior should the application handle versus rely on an existing protocol or library?
  • Interoperability: Must it work with existing clients, servers, proxies, or other infrastructure?
  • Evolution: How will independently deployed endpoints remain compatible as they change?

These are specification-level tradeoffs, not measured performance results. The cited standards do not establish a universal speed ranking or a single best choice.

A quick decision guide

  1. Name the layer. Decide whether the problem concerns host-to-host delivery (IP), transport service (such as TCP or UDP), application message rules (such as HTTP), or the software interface used to access those services (an API).
  2. Write down the required behavior. Specify delivery guarantees, connection setup and state, and the message pattern the application needs.
  3. Account for the environment. Consider existing implementations and infrastructure, plus whether clients and servers can evolve independently without losing interoperability.
  4. Compare options against those requirements. Choose based on the needs at that layer rather than assuming a protocol is best for every application.
