System-level design turns requirements into a high-level blueprint for how a system’s functions are organized and coordinated. In embedded software, that means deciding which functions belong in execution tasks, how those tasks communicate, and what timing, priorities, operating modes, and error handling they need.

What system-level design means

In Keith Curtis’s 2010 EE Times article, “system-level design” refers to defining the software structure of an embedded system before settling into lower-level implementation. It is a way to translate required behavior into an organized design: functions are assigned to tasks, and the timing, priorities, communications, operating modes, and error handling are defined. Curtis’s discussion is about embedded software, not a universal engineering standard. Read the EE Times article.

The term can also be used more broadly in systems engineering. NASA describes systems engineering as a multidisciplinary, lifecycle-spanning effort that takes account of hardware and software as well as people, processes, operations, stakeholder needs, and constraints. The useful scope therefore depends on context: Curtis’s article focuses on software task organization, while broader systems engineering considers how the whole system fits together. How functions become tasks

A task is an execution module with its own timing, priority, and communication pathways. System-level design identifies the software functions the system needs, then groups compatible functions into tasks. Combining functions can reduce runtime-management overhead and simplify synchronization, but it is appropriate only when the functions can coexist without interfering with one another.

For each task, the design should make its timing and priority explicit and define how it exchanges information with other tasks or system elements. It should also account for the system’s operating modes and how errors are detected and handled. These decisions describe the intended coordination of the software, rather than the detailed implementation of every function.

How to develop and assess a design

  1. Start with requirements and operating context. Identify the required behavior, relevant operating modes, stakeholder expectations, and system constraints.
  2. Identify software functions. Break the required behavior into functions that can be assigned and coordinated.
  3. Compare task groupings. Group functions when they are compatible and sharing a task reduces management overhead or simplifies coordination. Keep functions separate when combining them risks interference or creates unsuitable timing or priority behavior.
  4. Specify task behavior. Define timing, priority, and communication routes, then account for operating modes and error detection and handling.
  5. Preserve requirements traceability. As requirements are decomposed and allocated to system elements, retain the link to their parent requirements and validate lower-level requirements against stakeholder expectations.   6. Review and verify interactions. Check that the allocations work across disciplines and that the integrated system meets its requirements. NASA technical publication material describes system-level testing as a way to confirm understanding of system interactions; component checks alone do not establish that those interactions are coherent. Trade-offs that shape task boundaries

There is no single correct number of tasks. Compare candidate allocations against the project’s requirements, safety context, architecture, and verification plan. Relevant decision axes include:

  • Compatibility: Can the functions share a task without interfering with one another?
  • Runtime overhead: Would adding another task increase management overhead, and would combining functions reduce it without creating other problems?
  • Synchronization: Does grouping simplify coordination, or would separate tasks make the required interactions easier to manage?
  • Timing and priority: Can functions in a shared task meet their timing needs under a suitable priority arrangement?
  • Communication: Are the pathways between tasks and other system elements clear and workable?
  • System constraints and verification: Does the allocation address stakeholder performance needs and constraints such as cost or schedule, while keeping requirements traceable and interactions verifiable?

These are comparison criteria, not a prescribed checklist or standard. A design that saves task-management overhead may still be unsuitable if it combines functions with incompatible timing, priorities, or behavior.

Why the system view matters

Task boundaries affect more than individual software modules: they shape how functions coordinate and how the system behaves across operating modes and error conditions. The broader engineering view adds the interfaces among software, hardware, people, processes, and operations. Reviewing those interactions and verifying the integrated system helps reveal problems that may not appear when components are considered only in isolation.
