Shadow AI is the use of AI tools without an organization’s authorization, knowledge, or oversight. A broad policy can prohibit it yet still miss where it is happening: employees may rely on personal accounts, specialized apps, local models, or agents when approved tools are hard to access or do not fit their work. The practical response is to find the users, tools, workflows, and data involved, then pair controls with useful approved alternatives.

What counts as shadow AI?

Shadow AI is not limited to an employee pasting text into a public chatbot. It can include personal accounts on AI services, AI features inside other software, dedicated AI platforms, locally deployed models, and autonomous agents used without organizational approval or oversight. Netskope’s 2025 landscape report describes these as part of the broader set of ways AI can enter workplace activity.

The defining issue is the gap between formal approval and actual use. An employee may use a tool for a routine task, while the organization has no clear record of the service, account, workflow, or information being shared. That makes it difficult to assess exposure or provide guidance that fits the work.

Why is it a concentration problem?

Shadow AI may cluster around particular people, teams, or workflows rather than appearing evenly across an organization. That is a useful hypothesis for investigation, not a proven universal pattern: the sources discussed here do not provide a consistent department-by-department dataset establishing how use is distributed across organizations.

There are indications that some employees turn to outside tools because they believe those tools meet needs their approved options do not. In Deloitte UK’s 2026 survey, among respondents who paid for their own GenAI tools for work or used tools that may not be approved, 21% said the outside tools outperform company tools, and 14% said the tools were essential to their job but not funded by their employer. These answers do not establish why all unauthorized use occurs, but they point to questions organizations can ask when locating it.

KPMG’s analysis identifies perceived speed and capability, missing features, poor integration, and restrictive provisioning as possible contributors. Taken together, these findings support looking for unmet needs and friction—not assuming that a blanket warning will explain or eliminate the behavior.

What do the survey figures actually show?

Reported rates vary because the sources use different populations, geographies, and methods. Their figures should be read separately rather than combined into a single estimate of workplace shadow AI.

The numbers indicate that unapproved or unmanaged use is worth investigating, but they do not prove that every organization has the same rate, that use is concentrated in the same functions, or that one cause explains it.

How can a broad AI policy miss actual use?

A policy can define what is allowed without revealing what employees are doing in practice. It is especially likely to leave blind spots if the organization cannot see activity across different types of tools, does not make approved options easy to find, or gives workers little training on what information is safe to share.

The evidence also varies by survey. Deloitte’s UK 2026 survey reports that half of GenAI users received no training. ManageEngine’s 2025 survey reports high levels of employee-reported unapproved input among its US and Canadian respondents. These findings make training and practical guidance reasonable areas to examine, but they are not directly comparable measures and do not show that a policy alone caused or prevented use.

A prohibition that does not address workflow needs can also leave employees choosing tools in private. Deloitte’s analysis puts the point plainly: “The answer isn’t simply to introduce stricter rules.”

How can an organization find where shadow AI is happening?

Begin with discovery rather than assuming that a short list of public chatbots captures the full picture. Netskope recommends identifying applications, users, and workflows, as well as maintaining an inventory of local infrastructure and monitoring activity over time.

  • Map the tools: Identify SaaS AI apps, AI platforms, local deployments, AI features embedded in other services, and agents.
  • Connect tools to people and work: Determine which teams or users rely on each tool and what tasks it supports.
  • Understand the data: Establish what kinds of information are entered, processed, or made available to each tool.
  • Ask about friction: Find out whether employees cannot access approved tools, lack needed features, encounter integration problems, or consider an outside tool essential.
  • Keep the picture current: Monitor for newly adopted tools and changing workflows instead of treating discovery as a one-time audit.

The goal is to build a usable map of exposure and need. A count of app names alone will not show whether a tool is handling sensitive material or filling a critical workflow gap.

How should controls address the risks without blocking useful work?

Match controls to what discovery reveals. Netskope recommends application controls, data loss prevention, user coaching, infrastructure inventory, and continued monitoring. ManageEngine’s survey release also recommends practical policies, relevant official tools, education, and integration with workflows.

  1. Set clear approval and data rules. Tell employees which tools are approved, what kinds of information may be used with them, and how to ask for an exception or new tool.
  2. Protect sensitive data where it is used. Apply controls to the apps and workflows that present meaningful exposure, rather than assuming a general policy will prevent disclosure.
  3. Coach in context. Explain safe use in terms of real tasks and information types so people can make decisions while working.
  4. Fix practical gaps. Review whether approved tools support the needed tasks, integrate with existing workflows, and can be accessed without unnecessary friction.
  5. Monitor and adjust. Revisit the inventory and controls as new tools and use patterns emerge.

This approach treats employees’ tool choices as both a governance concern and a signal about where approved support may be inadequate. As Ramprakash Ramamoorthy, director of AI research at ManageEngine, put it: “Shadow AI represents both the greatest governance risk and the biggest strategic opportunity in the enterprise,” Sathish Sagayaraj Joseph, regional technical head at ManageEngine, said: “IT teams can’t manage risk they can’t see—and they can’t enable business value that users won’t divulge.”

What should an AI governance approach cover?

When assessing whether a governance approach is adequate, check whether it covers the whole use pattern, not only whether it contains a ban.

  • Coverage: Does it account for SaaS apps, AI platforms, local models, and agents?
  • Visibility: Can the organization identify users and the workflows in which AI is used?
  • Data control: Are there safeguards for sensitive information shared with unapproved applications?
  • Enablement: Do approved tools fit employees’ tasks, integrate with their workflows, and come with useful guidance?
  • Ongoing governance: Can controls be reviewed as tools and usage patterns change?

A strong policy is necessary, but it cannot substitute for visibility or a workable path to approved AI. The central task is to locate the uses that matter, understand what they support, and respond with controls and alternatives suited to those workflows.
