Section 508 compliance means meeting the applicable Revised 508 Standards for covered information and communication technology (ICT) used, developed, procured, maintained, or used by U.S. federal agencies. A website scan, accessibility conformance report, or assistive-technology walkthrough can help assess a product, but none alone establishes that every applicable requirement is met. A sound evaluation defines its scope, combines appropriate automated and manual checks, documents reproducible findings, and verifies fixes against the tested product version.
What Section 508 compliance covers
Section 508 is a U.S. federal ICT accessibility requirement. The U.S. Access Board publishes the Revised 508 Standards and Section 255 Guidelines; Section508.gov provides implementation guidance and tools. The standards incorporate WCAG 2.0 Level A and AA Success Criteria for web content, but Section 508 is not simply a WCAG checklist: applicable requirements depend on the type of ICT and the relevant standards provisions. For the authoritative requirements and exact scope, consult the Access Board’s Revised 508 Standards and your agency’s Section 508 program.
Federal ICT evaluation can apply to commercial off-the-shelf and open-source products, as well as custom-built agency systems and vendor-supplied technology. Procurement language and agency policy determine what evidence, demonstrations, acceptance checks, and process are required for a particular purchase or project. The federal guidance does not establish one universal test depth or tool for every product.
How to test for Section 508 compliance
1. Define the scope before testing
Identify the product and version, the user tasks that matter, relevant pages or modules, content types, platforms, and environments. Record exclusions explicitly. For a website, include representative templates and interactive flows rather than selecting only easy-to-check pages. Consider the operating systems, browsers, and assistive-technology combinations needed to evaluate the product in its intended context. Set the required evaluation depth—such as automated checks, component checks, spot checks, or a comprehensive evaluation—in line with agency policy, project risk, and procurement terms.

2. Combine automated checks with manual inspection
Automated tools can quickly flag issues they are designed to detect and can support repeatable checks in development. They cannot interpret every context-dependent requirement or interaction. The Section508.gov Technology Accessibility Playbook explains that automated tools provide only partial coverage of the Section 508 Standards. Use human inspection to validate findings and examine requirements that depend on context, sequence, keyboard interaction, or judgment. A scan’s clean result is not a compliance determination.
3. Follow a repeatable protocol
For web content, agencies may use the DHS Trusted Tester approach, a standardized manual inspection method. The ICT Testing Baseline describes test categories and checks that can help agencies create a process or assess whether an existing process is complete. It is not itself a test process or a set of testing tools. If your agency uses another method, follow agency guidance and ensure the method and toolset align with the Baseline as required.
4. Test throughout development and after updates
Accessibility checks belong in planning, requirements, design, development, testing, deployment, and operations—not only in a pre-launch audit. Test reusable templates and components systematically, then validate new or changed instances as appropriate. Retest modified content and updated product versions: an earlier result describes only the scope and version evaluated, not every later release.

5. Record evidence, fix issues, and verify the fixes
Give each applicable requirement a result, including an explicit “not applicable” outcome with its rationale where appropriate. Describe defects so another tester can locate and reproduce them, then track remediation through verification. A report is more useful when it makes clear what was tested, in which environment, and against which product version.

6. Use assistive-technology and user testing as complementary evidence
Testing with people with disabilities and assistive technologies can reveal usability problems and provide valuable evidence about real tasks. However, assistive technology use alone does not establish code conformance and should not be the sole evaluation method. Pair that evidence with systematic checks against applicable requirements.
Choosing tools for an evaluation
Web inspection and development tools
Section508.gov lists ANDI (Accessible Name & Description Inspector), developed by the Social Security Administration, as a free, open-source bookmarklet used in Trusted Tester and ICT Testing Baseline tests. Browser developer tools and contrast analyzers can support specific checks, but no single tool certifies an entire site or product. Choose tools for the checks in your protocol and document how they were used.

Agency purchasing and reporting tools
The Accessibility Requirements Tool (ART) helps users determine accessibility requirements for technology they buy or build. The ACR Editor helps accessibility subject matter experts create machine-readable OpenACR reports. These support procurement or documentation workflows; they are distinct from hands-on tools and methods that evaluate conformance.
How to assess an ACR or VPAT
An Accessibility Conformance Report (ACR), often prepared with an ITIC VPAT template, is a structured statement of a product’s accessibility support. It helps buyers understand a vendor’s claims and frame follow-up questions, but it is not independent proof that a product conforms. Section508.gov procurement guidance calls for comprehensive testing to validate claims. Review the report’s product and version, date, scope, evaluation method, and explanations for each result. Contract terms may specify the evidence and method expected, and agencies may reserve independent testing.

- Product: name, version, and description.
- People and dates: tester name and organization, contact information, relevant credentials, report date, evaluation date, and report version.
- Method and environment: evaluation method, operating system, browser and version, and other details needed to reproduce results.
- Scope: pages, modules, or functions evaluated, their number or type, and any omissions.
- Requirement-level outcomes: a result for each applicable Section 508 provision and relevant WCAG success criterion, with an explicit not-applicable result and rationale where appropriate.
- Defect details: what the issue is, where it occurs, severity, steps to reproduce, and a screenshot or code snippet when useful.
- Remediation: actionable correction notes and the outcome of verification after a fix.
Section508.gov identifies DHS’s Section 508 Compliance Reporting Tool and agency templates as possible report formats. Use the format required by your agency or contract.

Use the Access Board’s standards for the technical requirements, and your agency’s Section 508 program, procurement documents, and policy for the required process and acceptance evidence. Section508.gov’s testing guidance and procurement guidance provide federal implementation resources. Those sources address federal ICT; they do not by themselves establish a universal legal conclusion about accessibility duties for state, local, or private-sector organizations.
