What OTT streaming means
“Over the top” describes how video reaches you: through internet connections and an app or browser, rather than through a conventional cable or satellite television delivery system. The video might be a program you choose from a library or a live event. The term describes the delivery path, not a particular subscription, device, or streaming format. MPEG’s DASH overview describes internet delivery for both on-demand and live streaming, while Roku’s streaming overview illustrates delivery to a connected playback device.
How OTT streaming works
- The provider prepares the video. It encodes a title into versions that may differ in resolution, bitrate, codec, or other properties. The available versions depend on the provider’s implementation.
- The video is divided into segments. A manifest or playlist describes the available versions and their segments. DVB’s DASH fact sheet outlines this relationship between versions, segments, and playback instructions.
- The app requests what it needs. When you choose a title, the playback app retrieves the manifest and requests media segments over HTTP. Delivery infrastructure may include content delivery networks (CDNs) and caches that distribute content nearer to viewers.
- The player chooses a suitable version and plays it. It decodes received media while requesting further segments, rather than waiting for an entire file to download before playback begins. The IETF defines streaming in this simultaneous-delivery-and-consumption sense and discusses adaptive bitrate behavior in RFC 9317.
Providers do not all use the same encoding choices, segment lengths, CDN arrangement, or playback protections. The broad process is similar, but the technical implementation varies.
How streaming adjusts to your internet connection
Many services offer multiple encodings of a video. The player can select among available versions based on observed network throughput and what the device can play. If conditions change, it may switch to a lower or higher bitrate rendition. A lower-bitrate version can help reduce interruptions when bandwidth falls; a higher one can improve picture quality when conditions allow. RFC 9317 and the DVB-DASH fact sheet describe this adaptive selection process.

There is no single internet-speed threshold or data-per-hour figure that applies to every OTT service. Usage and playback requirements depend on the selected rendition, encoding, codec, viewing duration, service, and device. Check the service’s own requirements for the quality you plan to watch.
What HLS, MPEG-DASH, and CMAF mean
- HLS is an internet video format specified in IETF RFC 8216. It describes playlists and media files for continuous and long-form video.
- MPEG-DASH is a suite of standards for multimedia delivery using existing HTTP infrastructure, including servers and CDNs. MPEG describes it as supporting live and on-demand streaming in its DASH overview.
- CMAF defines segmented media objects. Apple’s documentation explains that compatible HLS and MPEG-DASH presentations can share addressable CMAF objects, which can support caching across platforms: About CMAF with HLS.
These are delivery technologies, not subscriptions you need to buy. The service and playback app handle the compatible format and requests behind the scenes.

OTT live streaming versus on-demand video
Both live and on-demand video can use internet delivery. With on-demand viewing, you select a stored program and begin at an available point. With live viewing, playback follows an ongoing event. Whether a particular service lets you pause, rewind, or catch up—and how much delay there is—depends on that service and its implementation.
What devices can play OTT video?
OTT apps may be available on supported smart TVs, phones, tablets, computers, consoles, and external streaming players. A dedicated streaming media player for TV is optional: it can connect a television that lacks the app support you need, but it is not necessary if you already have a compatible device. Roku’s streaming overview provides one example of a connected device receiving content from a CDN.
