OSINT is the collection, analysis, and dissemination of information that is publicly available and legally accessible. It is a process for answering a defined question—not just searching the web or collecting links. A 2023 CSO article advertised 15 tools, but its list repeats SpiderFoot, so it names 14 distinct tools.

What OSINT means—and what it does not

The SANS Institute defines Open Source Intelligence (OSINT) as “the collection, analysis, and dissemination of information that is publicly available and legally accessible.” Here, “open source” describes the information’s public nature; it does not mean the software used to find or analyze it must be open-source software.

A page, post, public record, image, or device scan result is information. It becomes intelligence when it is assessed against a specific question, checked for reliability, corroborated where possible, analyzed for meaning, and communicated with its limitations. Public availability alone does not establish that a claim is accurate, current, or complete.

How an OSINT investigation works

SANS describes four stages. In practice, the cycle is iterative: new findings can change what you need to collect or how you interpret earlier material.

  1. Collection: Gather relevant material from public sources within a clearly defined scope.
  2. Processing: Remove duplicates and irrelevant material, organize what remains, and identify information that may be inaccurate or incomplete.
  3. Analysis: Assess credibility, compare sources, and look for patterns or relationships that help answer the original question.
  4. Dissemination: Communicate findings and uncertainty in a report, briefing, or alert suited to the people who need to act on them.

Keep an evidence log as you work. Record what you searched, when you found an item, where it came from, and what supports or contradicts it. That record helps others evaluate the result and makes it easier to revisit a conclusion when evidence changes.

How to choose an OSINT tool

Start with the question, not a tool’s popularity. A relationship graph can help map connections, but it is not a substitute for verifying the underlying records. A device-search engine can surface exposed services, but it does not authorize access to them. A useful choice depends on the source coverage you need, how results can be checked, the output you need, technical skill, API or account requirements, language and geographic coverage, cost, and how frequently the data is updated.

  • For a first investigation: Use a general search method, add one tool suited to the task, and independently corroborate important findings.
  • For technical exposure: Consider device, domain, or reconnaissance tools, but limit activity to authorized defensive work.
  • For people or organization links: Use relationship analysis to form leads, then verify each relationship against its original source.
  • For archives, code, or metadata: Choose a specialized search tool, and treat results as leads whose context and provenance still need review.

14 distinct OSINT tools and what they are for

The table summarizes the tools named in CSO’s August 15, 2023 article, “What is OSINT? 15 top open source intelligence tools,” alongside the specific documentation noted below. Tool capabilities, access, and pricing can change; descriptions attributed to CSO reflect that article unless otherwise indicated.

Maltego Search Searching multiple public-source types Maltego documentation describes a single interface that combines public OSINT sources such as social networks, breach databases, and historical DNS. Treat a match as a lead and verify it with the underlying source.
Mitaka Browser-based pivoting CSO described Chrome and Firefox extensions that provide shortcuts to more than six dozen search engines for items such as IPs, domains, URLs, hashes, ASNs, Bitcoin addresses, and indicators of compromise. The count comes from the 2023 article.
SpiderFoot Automated reconnaissance SpiderFoot documentation says it queries over 100 public data sources for IPs, domains, email addresses, names, and related entities. The documentation’s source count is undated in the cited material; CSO separately reported over 200 modules in 2023. Automated results need manual validation.
Spyse Internet-asset and infrastructure research CSO described it as collecting public information about websites, owners, associated servers, and IoT devices for risk and relationship analysis. Confirm current access and coverage before relying on it; the 2023 description does not establish present availability.
BuiltWith Technology profiling Identifies technologies associated with websites, including CMSs, JavaScript and CSS libraries, plugins, frameworks, server details, analytics, and tracking technologies. A detected technology is not proof of a security weakness.
Intelligence X Archival and leak-search research CSO described a service that preserves historic pages and datasets that may later disappear from the web. Searching for or handling sensitive or unlawfully obtained material can create serious legal and ethical risks; keep any use within a legitimate, authorized purpose.
DarkSearch.io Dark-web search CSO described a search engine and API reachable from a normal browser. That description is not an endorsement or a statement about current availability. Access and use must comply with local law and organizational policy.
Grep.app Public-code search Searches public repositories for strings that may help locate indicators of compromise, vulnerable code, or malware-related artifacts. A code match needs context: the repository, version, and surrounding code matter.
Recon-ng Modular reconnaissance automation CSO describes free, open-source Python software for automating common harvesting, standardizing output, working with databases and web requests, and managing API keys. It is more suitable for users comfortable with command-line and configuration work.
theHarvester Email and domain reconnaissance Collects emails, names, subdomains, IPs, and URLs from search engines and other public sources. Some sources require API keys, so coverage depends on configured services and access.
Shodan Internet-connected-device search Shodan says it gathers public information from device banners and crawls the Internet; it distinguishes this from Google’s crawling of the World Wide Web. Results can identify exposed services, but they do not grant permission to connect to or test a device.
Metagoofil Document metadata review Extracts metadata and document paths from publicly reachable files such as PDF, DOC, PPT, and XLS documents. Metadata may be incomplete or misleading and can include personal information, so collect only what the investigation needs.
Searchcode Intelligence within indexed source code CSO describes it as a specialized search engine for finding useful intelligence inside indexed source code. Indexed material may be out of date or lack context; verify any result against the relevant repository and version.
Babel X Multilingual public-internet search CSO described searches across blogs, social media, message boards, news, and some dark- and deep-web sources in more than 200 languages, with geolocation and text analysis. The language figure is from the 2023 article, not a current coverage guarantee.

Why the headline says 15

CSO’s August 15, 2023 headline says “15,” but its published list repeats SpiderFoot. Counting the entries as written produces 15 list items but only 14 distinct tool names. This article preserves the discrepancy rather than presenting the duplicate as a separate product.

What beginners should use first

There is no single best OSINT tool for every beginner. A straightforward starting stack is a general search method, one task-specific tool, and an evidence log. For example, someone checking their own organization’s public technology footprint could use a technology-profiling tool, record the pages and dates behind findings, and verify consequential claims independently. Someone mapping an organization’s public relationships might use link analysis to identify leads, then inspect the original records before drawing conclusions.

Favor tools whose results expose enough source context to check them. Automation can make collection faster, but it can also multiply stale records, duplicates, and mistaken matches. A smaller set of corroborated findings is more useful than a large unverified export.

Is OSINT legal?

Using a tool that searches public information does not make every resulting activity lawful. Legal boundaries depend on jurisdiction, the source, how information was obtained, the method used, and what you do with it. Public visibility is not blanket consent to collect, combine, publish, or act on personal information.

For a safer and more accountable investigation:

  • Define the purpose and written scope before collecting information; for defensive work, assess your own organization or assets you are authorized to review.
  • Respect applicable privacy law, service terms, and organizational policy.
  • Do not impersonate people or purchase stolen data.
  • Minimize collection of personal information that is not necessary to answer the question.
  • Record methods and sources so findings can be audited, challenged, and corrected.

When an investigation might involve restricted data, intrusive activity, or sensitive personal information, get appropriate legal or organizational guidance before proceeding.

Pricing and availability: what the 2023 list can and cannot tell you

CSO’s 2023 article listed historical Shodan figures of $59 per month for a Freelancer license covering 5,120 IP addresses per month and $899 per month for Corporate covering 300,000 IPs per month. Those are dated figures, not current price quotes or confirmation that the plans remain available. Check Shodan directly before making a purchasing decision. The cited material does not establish current pricing or access terms for the other tools in the list.
