Contact alone is not enough: officials judge whether the act restricted a player’s chance to make the catch. The NFL’s 2026 rulebook is the current edition; the detailed Rule 8, Section 5 wording is in the 2025 rulebook.
What is pass interference in the NFL?
Pass interference is a restriction that unfairly limits an eligible player’s opportunity to catch a forward pass. The rule applies only when the pass is thrown from behind the line of scrimmage and the act occurs more than one yard beyond that line. Both offensive and defensive players have the same right to the ball’s path while it is in the air, subject to the rule’s restrictions.
The key test is significant hindrance, not whether players touched. Incidental contact during a genuine competition for the ball is not automatically a foul.
What counts as defensive pass interference?
The defensive restriction applies from the moment the ball is thrown until it is touched. The rule’s examples include:

- Contact by a defender who is not playing the ball that restricts an opponent’s chance to catch it.
- Playing through an opponent’s back while attempting to make a play on the ball.
- Grabbing an opponent’s arm in a way that restricts the catch.
- Extending an arm across an opponent’s body and limiting the opponent’s ability to catch, whether or not the defender is looking for the ball.
- Cutting off an opponent’s path through contact without playing the ball.
- Hooking an opponent to reach the ball in a way that turns the opponent before the ball arrives.
- Pushing or shoving an opponent to create separation.
For example, if a defender grabs a receiver’s arm before the ball arrives and the grab limits the receiver’s ability to make the catch, that fits one of the rule’s listed forms of interference. It is an illustration of the rule, not a report of a particular game.
What counts as offensive pass interference?
The offensive restriction begins at the snap and lasts until the ball is touched. An offensive player can commit interference by significantly hindering a defender’s opportunity to catch the forward pass. Pushing off to create separation is one example. The rule also restricts certain downfield blocking while the pass is in the air, subject to its stated exceptions.

What contact is allowed?
The rule allows several kinds of contact that might otherwise look suspicious:
- Incidental contact while both players are competing for the ball, or while neither is playing it. If officials are unsure whether the contact was incidental, the rule directs them to rule no interference.
- An inadvertent foot tangle in similar circumstances.
- A player laying a hand on an opponent while trying to play the ball, provided the hand does not restrict the opponent.
- Contact by a player who has gained position while attempting to catch the ball.
Contact that would otherwise qualify as interference is generally allowed if the pass is clearly uncatchable by the players involved, subject to the rule’s exceptions for certain offensive downfield blocking.

What is the penalty for pass interference?
| Foul | Enforcement |
|---|---|
| Defensive pass interference | The offense receives a first down at the spot of the foul. |
| Offensive pass interference | Loss of 10 yards from the previous spot. |
Defensive pass interference has a special placement rule when the foul occurs behind the defense’s goal line: if the previous spot was on or outside the defense’s two-yard line, the ball is placed at the one-yard line. If the previous spot was inside the two-yard line, the penalty is enforced halfway between that spot and the goal line. If the defensive interference is also a personal foul, the personal-foul penalty may also be enforced under the rule.
How is pass interference different from holding?
The one-yard boundary is important. Contact no more than one yard beyond the line of scrimmage is not pass interference under Rule 8, Section 5, though it may be holding under another NFL rule. Pass interference also requires a qualifying forward pass thrown from behind the line and significant hindrance; ordinary contact does not meet that test by itself.

Can you challenge pass interference?
The cited NFL rulebook material establishes the definition, examples, timing, and penalties for interference, but does not establish the current review or challenge procedure. Those provisions are separate from Rule 8, Section 5, so this rule explanation alone should not be taken as confirmation that a particular pass-interference call can be challenged.
