In a typical batch job, the JOB, EXEC, and DD statements identify the job, specify a program or procedure, and connect it to input, output, or other resources.
What job control language means
JCL describes work for the z/OS operating system. It identifies the unit of work, the program or procedure to run, and the data sets or other resources associated with a job step. The application program performs the actual processing; JCL tells the system how to arrange and run that work.
JCL is most commonly encountered in IBM mainframe batch processing. IBM notes that the statement set is extensive, but many jobs use only a small subset. The statements a job needs depend on its workload and environment. See IBM’s z/OS 3.1 JCL statement reference for version-specific syntax and the complete statement inventory.
What JOB, EXEC, and DD do
- JOB identifies a unit of work and can include information that applies to the job as a whole.
- EXEC specifies a program or procedure to run and begins a job step. A job can contain multiple
EXECstatements, with each representing a step. - DD, short for data definition, associates a step with a data set or another input/output resource under a name the program or procedure uses.

How to read a simple JCL job
As a first approximation, read the statements in this order:
- Find the
JOBstatement. It labels the overall unit of work. - Find each
EXECstatement. It shows which program or procedure runs in that step. IBM provides more detail in What does the EXEC statement do? - Look at the step’s
DDstatements. They identify the data sets or other resources associated with that step.
This sequence is a teaching simplification. Real jobs can include additional statements, parameters, procedures, and environment-specific conventions; consult documentation that matches the z/OS version and system you use.

Is JCL a programming language?
JCL is not a general-purpose application programming language. It describes a job and its resources to z/OS, while the program or procedure named by an EXEC statement carries out the application processing. People working with batch applications may need some familiarity with JCL; production control analysts typically need greater proficiency to create, monitor, correct, and rerun daily batch workloads, according to IBM’s What is JCL?
Which JCL reference should you use?
For a plain-language overview, start with IBM’s JCL overview and basic concepts. For syntax or troubleshooting, use the z/OS 3.1 statement reference and confirm that its version applies to your environment. JCL requirements and conventions should not be assumed to be identical across every system or dialect.
