Geographic boundary data describes where a geographic area ends and identifies what that area represents. It usually combines spatial geometry—such as polygons or lines—with names, codes, classifications, or other attributes. To use it correctly, check who defines or maintains the boundary, what purpose it serves, and which date or data vintage applies.
What does geographic boundary data describe?
A boundary dataset encodes the limits of areas such as government jurisdictions, administrative service units, or statistical reporting areas. The geometry shows where an area lies; its attributes help identify and describe it. Depending on the dataset, those attributes may include an area name, geographic code, classification, or information about boundary changes.
The Federal Geographic Data Committee’s Geographic Information Framework Data Content Standard, Part 5 sets content requirements and terminology for exchanging governmental and other geographic-area boundary data. It does not prescribe one internal data structure.

Why the type and authority of a boundary matter
Similar-looking lines on a map can represent areas created for different reasons. The FGDC standard distinguishes these categories:

- Governmental units: Areas with legally defined boundaries, such as a jurisdiction.
- Administrative units: Areas established to carry out a particular function.
- Statistical units: Areas defined to collect, tabulate, or publish statistics.
These categories are not interchangeable. A statistical area is not necessarily a legal jurisdiction, and an administrative service area does not necessarily match either one. Choose a boundary based on the question you need it to answer, not just on how its outline looks.
How boundaries relate to data about places
Boundary geometry and measurements about the people or activities in an area may be published separately. Geographic identifiers—often codes associated with areas—can connect the geometry to another dataset when the identifiers and geographic levels match.

The Census Bureau’s TIGER/Line GeoPackages illustrate this distinction. They are spatial extracts from the Master Address File/Topologically Integrated Geographic Encoding and Referencing system for use with GIS software. They include geographic entity codes that can be linked to Census demographic data, but the boundary files do not themselves contain that demographic data.
How boundaries are determined and why they can change
There is no single rule that determines every boundary. The answer depends on the type of area and the authority or organization responsible for defining it. Legal government limits, functional administrative areas, and statistical reporting geographies have different purposes and may be established or maintained differently.

Statistical boundaries can change too. Census tracts are designed to support statistical presentation and comparison over time, but population changes can lead to tracts being split or merged. A tract boundary should therefore be treated as part of a particular geographic vintage, not assumed to be permanent.
Check the vintage before using a boundary layer
A boundary layer’s vintage or effective date tells you which version of the geography it represents. One release may combine layers with different dates and update schedules. For example, the Census Bureau’s TIGERweb release notes report legal government boundaries and names from the 2026 Boundary and Annexation Survey through March 1, 2026. The notes describe school district boundaries as effective January 1, 2026, while statistical areas are generally tied to the 2020 Census vintage.

Those dates apply to the specified layers; they are not a single vintage for all TIGERweb data. Check the documentation for the particular geography you plan to use and record its relevant date when comparing areas or joining data across years.

Download a file for GIS work
TIGER/Line GeoPackages are designed for use with GIS software and provide downloadable spatial data. The GeoPackages follow the OGC GeoPackage Encoding Standard. Before using a file, confirm that it includes the geography level, coverage, and identifiers your project requires.

View or query data in a browser
TIGERweb lets users view and search TIGER data in a browser without installing GIS software or downloading a file. Its REST services can also be used in GIS and custom web applications. Select the relevant layer and inspect its release information; different layers can have different dates.

Compare the dataset’s purpose and technical details with the task at hand:
- Authority and purpose: Is the area a legal jurisdiction, an administrative unit, a statistical area, or something else?
- Geography and coverage: Does it contain the places and unit types you need?
- Vintage or effective date: Does the boundary correspond to the time period you are analyzing?
- Format and workflow: Do you need a downloadable GIS file or a web service?
- Identifiers: Are the area codes compatible with the dataset you want to join?
- Level of detail: Does the area size and boundary detail suit the intended map or analysis?
Do not assume that boundaries from different sources can be substituted just because they look similar. Their authority, purpose, dates, and identifiers may differ.
