Frame rate conversion produces video at a different frame cadence from its source. Depending on the method, it may change playback speed and duration, repeat or drop existing frames, blend neighboring frames, or create new intermediate frames. Because those operations affect motion differently, “change the FPS” is not a complete description of what happened.
What frame rate means
Frame rate is the number of video frames displayed each second, usually written as frames per second (fps). Video presents a sequence of still images in rapid succession to create the appearance of motion. Adobe notes that higher frame rates display more frames each second and require more data, which can increase file size (Adobe Media Encoder: video and audio encoding).
The source frame rate is the cadence at which the original footage was captured or created. The output frame rate is the cadence requested for a rendered or encoded file. Conversion describes the process of moving from one to the other, but the frame-rate numbers alone do not reveal how the software handles the frames.
What changes during conversion?
Changing the interpreted rate changes speed and duration
Conforming a clip means treating its existing frames as if they had been captured at a different rate. It changes playback speed and duration without adding newly captured motion. For example, Adobe’s worked example shows that interpreting a 10-second, 24-fps clip at 48 fps makes it five seconds long. In Premiere, the documented setting is Assume this frame rate; Adobe says changing a clip’s frame rate also changes its audio and that duration changes proportionally (Adobe Premiere: change the frame rate of a clip).

Duplicating or dropping frames keeps a target cadence
A converter can repeat existing frames or discard some so the output reaches a requested constant rate while preserving the clip’s general playback duration. This changes the spacing of visible motion: repeated frames can make movement look uneven, while dropped frames can make it appear to skip. FFmpeg documents output -r as a way to duplicate or drop frames just before encoding (FFmpeg documentation).
FFmpeg’s input -r option is different: it ignores stored timestamps and generates timestamps as though the input had the specified rate. Do not treat input and output -r as interchangeable; they act at different stages and can produce different timing results (FFmpeg documentation).

Blending or interpolation can make intermediate frames
Blending combines neighboring frames to create an in-between appearance. Interpolation instead estimates or synthesizes intermediate frames, often using motion estimation or learned processing. These methods may smooth motion, but they can also soften edges or distort objects when movement is difficult to estimate. Interpolation is not necessarily AI-based, and it is not guaranteed to be artifact-free.
Processing behavior can include a fallback when the system is uncertain. For example, FFmpeg’s AMD frame-rate-conversion filter can duplicate or blend frames when interpolation confidence is low; blending is its default fallback (FFmpeg filters documentation). Apple’s VideoToolbox documentation lists both frame-rate conversion and low-latency frame interpolation as frame-processing configurations (Apple VideoToolbox frame processing).

Telecine is a cadence workflow
Telecine prepares material for a target video standard using a particular cadence. AWS MediaConvert documents converting inputs that are not 23.976 fps to 23.976 fps before applying telecine when that feature is enabled (AWS MediaConvert User Guide).
Why convert, and what can go wrong?
Editors may need to match clips recorded at different rates, conform footage for slow- or fast-motion playback, or meet a delivery specification. If a platform accepts the source rate and the edit does not require a speed change, retaining native-rate footage avoids an unnecessary conversion; Adobe recommends keeping footage at its native frame rate when possible (Adobe Media Encoder: video and audio encoding).

The main trade-off is temporal appearance. Repeating or dropping frames can disrupt motion cadence; blending can soften moving detail; and interpolation can misread movement and create distorted edges. A SMPTE Motion Imaging Journal article argues that even slight frame-rate changes can produce unacceptable motion distortion without complex algorithms. That is a caution about the risks of conversion, not a claim that every conversion will visibly fail (SMPTE Motion Imaging Journal: “Rethinking Frame Rate and Temporal Fidelity in a Cinema Workflow”).

- Decide whether speed should change. If you want slow or fast motion, conforming the clip changes playback speed and duration. If duration should remain the same, use a cadence conversion method instead.
- Check the required delivery rate. If a destination requires an exact output cadence, determine whether simple frame duplication or dropping is sufficient or whether smoother motion is important.
- Consider motion and artifact tolerance. Repeated frames, blended detail, and synthesized motion have different visible effects. Preview moving subjects, edges, and camera pans in the converted result.
- Account for processing and latency. More sophisticated interpolation may need additional processing and may not suit a low-latency workflow.
- Keep audio timing in view. A rate interpretation change alters clip duration and can affect its audio; verify synchronization and any intended pitch behavior in the editing workflow.
Practical ways to describe or perform conversion
State both the source and target rates, then name the operation. For example, say “conform the 24-fps clip to 48 fps, shortening its playback duration,” “duplicate or drop frames to deliver a constant 30-fps output,” or “interpolate intermediate frames.” This makes clear whether speed changes, duration stays constant, or new images are synthesized.

In Premiere, Adobe documents changing a clip’s interpreted rate with Assume this frame rate in the clip properties. In FFmpeg, output -r requests a rate by duplicating or dropping frames before encoding; input -r instead overrides the assumed input rate and timestamps. Preserve the original media where possible, confirm which operation your software applies, and inspect the converted motion before delivery.
