Envelope budgeting gives each spending category a set amount for a defined period. In the traditional system, you put cash into labeled envelopes and pay for each category from its envelope. When the money is gone, you pause that category’s spending or deliberately move money from elsewhere. The same idea can be tracked on paper or digitally.
How envelope budgeting works
Start by choosing categories such as groceries, transportation, dining out, and entertainment. Set a limit for each category before the budget period begins. In the cash version, withdraw the planned amounts, label envelopes, and put each amount in its matching envelope. When you buy something, use money from the relevant envelope.
CFPB staff member Brian Stone describes the approach as withdrawing money and labeling envelopes for categories such as entertainment, shopping, groceries, or utilities, then using the money assigned to each. The CFPB’s “Managing Your Money, Part 2” conversation describes the basic method.
An envelope is a spending boundary and a visible reminder of your plan—not extra income. If a category runs short, you can stop spending in it, revise the budget, or move money from another category. Moving money means accepting a tradeoff: the other category will have less available.

How to set up your first budget
- Gather your numbers. List income sources, bills and due dates, and review recent spending. The CFPB recommends recording spending and noting bill timing before assembling a working budget in its budgeting guide.
- Estimate the amount available for the period. Use income you can reasonably expect, taking bill timing into account. If income is irregular, consumer.gov’s August 2024 guidance suggests estimating monthly income by dividing last year’s total income by 12.
- Choose categories and limits. Include essential bills and everyday spending, and include savings goals where feasible. Base limits on your income and expenses rather than copying a percentage rule. If the planned amounts exceed what is available, adjust the plan; envelopes cannot resolve an income shortfall.
- Set up your tracking method. Put cash in labeled envelopes, or record category balances in a notebook, spreadsheet, or digital tool. Plain envelopes are enough; a wallet or binder is optional.
- Record purchases and review the plan. Track each purchase against its category. Consumer.gov recommends recording daily spending, comparing the plan with actual spending at month-end, and using what you learn to prepare the next month’s budget.
- Update it when circumstances change. Revisit limits when income, bills, or spending habits change. The CFPB’s budgeting guide recommends updating a budget as employment or spending habits change.
Cash envelopes or digital tracking?
Both approaches use category limits; they differ in how balances are represented and how purchases are recorded. Neither is a universal winner. Choose a method you can access and maintain consistently.

Digital “envelopes” do not always mean separate bank accounts. For example, the vendor’s Envelope app guide describes envelopes as purpose labels while the money remains in one account. That describes this product, not every digital budgeting app.

What spending feedback can—and cannot—tell you
A CFPB report published in 2017 found that more than 90 percent of the consumers it talked to were interested in a tool or mobile application that provided real-time spending feedback. Respondents thought such feedback might help curb impulse spending, stay within a budget, and reduce uncertainty. This measures reported interest and perceived usefulness; it does not show that envelope budgeting itself improves financial outcomes. See the CFPB report on consumer insights on managing spending.

Envelope budgeting can suit someone who wants explicit category limits and a clear way to monitor discretionary spending. Cash can make the remaining amount easy to see; digital tracking may fit better when most purchases are electronic. The practical test is whether you will record purchases, check balances, and adjust the plan when your actual spending differs from your estimates.
