Enterprise mobility management (EMM) is the approach and supporting software an organization uses to manage mobile devices that access company resources. It helps IT apply policies, check device compliance, and take actions on enrolled devices. EMM is a management framework—not a security solution by itself—and its features vary by product and deployment. The established term is enterprise mobility management; “enterprise mobile management” is sometimes used informally for the same topic.
What enterprise mobility management does
EMM gives administrators a way to configure mobile devices, monitor their state, and manage access to organizational resources. The National Institute of Standards and Technology (NIST) describes EMM as a common way to manage enterprise mobile devices, while cautioning that it is not itself a security technology. It can help deploy and observe policies as part of a broader security and access-control program. NIST’s EMM glossary entry summarizes that distinction.
In practice, EMM commonly brings together several capabilities. A particular product may include them directly or integrate with other services; the term does not guarantee a fixed set of features.
- Mobile device management (MDM): device-level configuration, security policies, and compliance monitoring.
- Mobile application management (MAM): controls over work applications and their use.
- Mobile content management (MCM): controls over how managed apps access and handle organizational information.
- Work-profile or user-enrollment features: operating-system mechanisms that can separate work use from personal use.
The International Telecommunication Union likewise describes EMM services as commonly including MDM, MAM, and an enterprise app store or self-service portal. ITU’s smartphone security handbook provides that broader service context.

How an EMM system works
An EMM system typically connects an administrator-facing service to management capabilities built into the mobile operating system. An enrolled device may also use a management agent—usually an app—to communicate with the service. The operating system exposes management interfaces through which supported policies can be applied and device status can be reported. The exact controls depend on the device platform, operating-system version, enrollment method, and EMM configuration.
- Enroll the device or work environment. IT registers an organization-owned device or configures a supported work-only management arrangement on a personal device.
- Apply configuration and security policies. The service can provision supported settings and require rules such as a screen lock.
- Check compliance. The device or agent reports relevant status, and administrators can identify settings that do not meet policy.
- Respond to noncompliance. Depending on platform and configuration, the user may be notified, settings may be remediated, or access to company resources may be restricted.
NIST’s SP 1800-22 mobile device security guidance describes EMM as a way organizations secure devices whose users are authorized to access organizational resources. A compliance signal can inform an access decision, but it is only one part of assessing security; a “compliant” status does not prove that a device or account is free from risk.

EMM, MDM, and MAM: how the terms differ

Microsoft makes the device-versus-app distinction in its Intune core concepts documentation: MDM brings an enrolled device under management, while MAM focuses on work apps and their data. That distinction is useful when an organization wants to manage work information on a personal phone without applying the same controls to the entire device.
How EMM differs for company-owned devices and BYOD
For company-owned phones and tablets, organizations can enroll the device and use MDM to apply settings and security policies across it. In a bring-your-own-device (BYOD) program, an organization may instead limit its controls to work apps and data, or use operating-system features such as a managed work profile or user enrollment to create a work/personal boundary. Those choices determine how much of the device IT manages.

There is no universal privacy or wipe behavior across EMM products. Before enrolling a personal device, users should be told:
- What device and compliance information administrators can see.
- Which management actions can affect personal content or settings.
- What happens to work access if a device is lost or employment ends.
- Whether removing management deletes only work data or can reset the device.
NIST identifies administrator privacy breaches and accidental deletion of personal data among EMM-related threat areas. Its SP 800-124 Rev. 2, published May 17, 2023, covers mobile-device security across deployment, use, and disposal, including organization-provided and personally owned devices. The appropriate safeguards and user disclosures depend on the platform, configuration, and employer policy.

What to evaluate when choosing or using EMM
EMM is a category, not a guarantee that any one product will meet an organization’s needs. When comparing a solution or reviewing a workplace enrollment policy, check these areas:
- Management scope: Does the organization need whole-device controls, work-app controls, or both?
- Ownership and enrollment: Does it support the intended company-owned and BYOD arrangements?
- Platform support: Are the required operating systems, versions, and enrollment methods supported?
- Policy and reporting: Can administrators define the necessary rules and see whether devices meet them?
- Remediation and access: What happens when a device is noncompliant, and can the status inform access decisions?
- Privacy boundaries: What information is visible to administrators, and which actions could touch personal data?
- Offboarding and recovery: How are work data and access removed from a lost device or when a user leaves?
- Management-service security: Are administrator privileges constrained, enrollment protected, and tenant boundaries maintained?
NIST’s Mobile Threat Catalogue for EMM identifies risks including unauthorized access to the management console, unauthorized enrollment, improper tenant separation, bypassed root or jailbreak checks, insecure data synchronization, and unsafe handling of internally developed apps. EMM therefore needs protection of its own: a compromised management service or overly privileged administrator could undermine the controls it is meant to apply.

Is EMM a complete mobile security solution?
No. EMM helps an organization deploy and monitor policies on managed mobile devices, but it does not replace the rest of a security program. Account protection, application security, secure handling of company data, access controls, administrator safeguards, and clear BYOD rules remain important. Treat EMM compliance as a useful input to security decisions—not as proof that a device is safe.
