In public governance, decentralization is the transfer of authority, responsibilities, and resources from a national or central government to lower levels of government, such as regional authorities or municipalities. It can bring decisions closer to residents, but it does not guarantee better services: outcomes depend on who receives which powers, whether funding and capacity follow, and how levels of government coordinate.

What does decentralization mean in government?

The OECD defines decentralization as a transfer of powers, responsibilities, and resources from central government to subnational governments—legal entities elected by universal suffrage and possessing some degree of autonomy. In its Making Decentralisation Work framework, the OECD describes it this way: “decentralisation consists in the transfer of a range of powers, responsibilities and resources from central government to subnational governments, defined as legal entities elected by universal suffrage and having some degree of autonomy”. Definitions differ by field. In public administration, a broader traditional definition also includes transferring authority for public functions to subordinate or quasi-independent government bodies—or, in some formulations, to the private sector. The scope here is narrower: decentralization in public governance and the way governments organize public authority and services. World Bank, Decentralization: A Sampling of Definitions

Decentralization is not simply moving an office or service out of the capital. The key question is whether decision-making authority has shifted, and how much independence the receiving government has.

What are the main forms of decentralization?

Political, administrative, and fiscal decentralization are related dimensions. A government may shift one without adequately shifting the others, which can leave local authorities with duties they lack the authority or money to perform.

Form What changes Example question
Political Political authority is distributed across levels of government, including how subnational officials are chosen. Are local decision-makers elected, and what decisions can they make?
Administrative Public functions and responsibilities are assigned across territorial levels. Which government plans and delivers a service?
Fiscal Resources and budget authority are assigned to support public functions. Can the local authority fund its responsibilities and control its budget?

The OECD distinguishes decentralization from two related arrangements:

  • Deconcentration shifts administrative work to regional or local offices that remain inside the central government’s chain of command. It is not the same as elected local self-government.
  • Delegation assigns tasks to another body but does not necessarily give it the same autonomy as a devolved government.
  • Devolution transfers powers to legally constituted lower levels of government with greater autonomy.

What are examples of decentralization?

A municipality responsible for local services

A municipality with an elected council, its own staff and budget, and authority over specified local services is a practical example. Residents may be able to influence local priorities through elections and local decision-making. The extent of the municipality’s powers—and whether its budget is locally raised, centrally transferred, or a mix—depends on the country’s laws and institutions.

A regional government with assigned powers

A regional government may have authority over specified policy areas or public services. The division of responsibilities between national, regional, and municipal governments differs across countries. Federal systems do not necessarily decentralize every policy area to the same degree, and unitary systems can also give substantial powers to subnational governments. A distinct use in technology

In technology, “decentralization” can describe how authority is organized in distributed-ledger systems, ranging from centralized governance to arrangements with no central authority. That is a separate application of the general idea of distributing control; it should not be confused with the public-governance meaning discussed here. What are the potential benefits of decentralization?

Decentralization can make government more responsive when local authorities understand residents’ needs and have the power and means to address them. Potential benefits include:

  • Services better matched to local needs: Local authorities may adapt priorities or delivery to local preferences and circumstances.
  • More direct accountability: When elected local officials make visible decisions about services, residents may have a clearer route to question or replace them.
  • More opportunities to participate: Local decision-making can create additional forums for residents to engage in public choices.
  • Room for policy experimentation: Different jurisdictions can try approaches suited to their circumstances, potentially offering lessons for others.

What are the drawbacks and risks?

Uneven local capacity and funding

Local governments may be assigned responsibilities without enough revenue, trained staff, or technical expertise to carry them out. Giving a municipality a formal duty does not ensure it has the practical ability to deliver the service.

Unequal service quality

Differences in local tax bases, staffing, or administrative capacity can lead to uneven services between places. Equalisation funding and central support can help address these gaps, but their design matters.

Coordination problems and overlapping roles

Some services cross local boundaries or require national standards and cooperation. If responsibilities overlap, governments may duplicate work, leave gaps, or struggle to coordinate decisions across jurisdictions.

Local capture and weaker accountability

Local power can be dominated by influential groups rather than used inclusively. Accountability can also become harder when residents cannot tell which level of government controls a decision or is responsible for a failure.

These risks are why decentralization is a design choice, not a synonym for better government. Clear assignments of authority, adequate resources, capable local institutions, and mechanisms for coordination all shape what happens. OECD, Making Decentralisation Work

How to compare two decentralization models

To understand how much authority a local or regional government actually has, examine the arrangement rather than relying on labels such as “decentralized” or “federal.” These questions reflect the OECD’s political, administrative, and fiscal framework and its implementation guidance.   1. Authority: Which level makes the final policy decision, and which can change or overrule it?
  2. Representation: Are subnational decision-makers elected by residents or appointed by central government?
  3. Functions: For each service, which level sets policy, plans, funds, and delivers it?
  4. Fiscal autonomy: Can the subnational government raise revenue or set budget priorities, or does it depend on transfers with conditions?
  5. Capacity and coordination: Does it have the staff and expertise to carry out its role, and are there ways to resolve overlap or cross-boundary effects?
  6. Accountability: Can residents identify the officials responsible and hold them accountable?
