Computer-aided software engineering (CASE) is a category of software that automates or assists one or more activities in the software development life cycle. A CASE tool might support a focused task, such as modeling or code generation, or be part of a broader environment spanning several activities; CASE does not refer to one particular application or require a complete, integrated suite.
What does computer-aided software engineering mean?
ISO/IEC 14102:2008 defines a CASE tool as a software product that assists software engineers by providing automated support for software life-cycle activities. The definition covers tools with different scopes: a product can support selected activities or a broader range. It does not require every tool to automate an entire development process.
In practice, CASE products can help teams plan, model, design, build, document, or manage software-related artifacts. The label describes the kind of support a product provides, not a single standard feature set.
What do CASE tools do?
A tool’s features depend on its purpose. A lifecycle-spanning CASE environment may include several kinds of support, while a focused tool may address only one or a few activities. Oracle’s examples, documented in the context of JD Edwards World, include:

- Automatic documentation generation.
- Prototyping support.
- Repositories for storing and organizing project information.
- Other productivity tools that support software engineering work.
These are examples, not a checklist every CASE product must satisfy. When assessing a tool, identify the specific work it automates and what remains outside its scope.
What is the difference between upper-CASE and lower-CASE?
Upper-CASE and lower-CASE are traditional labels for different emphases within the software life cycle. They are useful shorthand, but they are not a complete or universally fixed taxonomy.

The two descriptions overlap on data modeling, and terminology can vary by source and context. Treat the labels as a broad indication of lifecycle focus, not as precise product categories.
Is a repository required for CASE?
No. A shared repository can help an integrated environment keep project artifacts organized and connected, but it is not part of the broad ISO definition of a CASE tool. A standalone product can still qualify if it provides automated support for a software life-cycle activity.

For a team, the practical question is whether shared artifact management is useful or necessary for its workflow, and whether the candidate tool can work with the systems and information the team already uses.
How should an organization evaluate CASE tools?
Compare tools by the work they support and the effort required to adopt them, rather than assuming that a broader feature list is automatically better.

- Map lifecycle coverage. List the activities the team needs help with, then identify which the product supports and which require separate tools.
- Check integration and compatibility. Determine whether the product works on its own, connects to a small group of tools, or depends on a larger software engineering environment. Confirm that those connections fit the team’s existing systems.
- Assess artifact handling. Decide whether a repository or other shared approach to project information is needed, and whether the tool can support it.
- Estimate adoption effort. Account for acquisition costs, training, and any process standardization needed for people to use the tool consistently.
- Set a realistic success measure. Define the workflow or quality problem the tool is meant to address, then evaluate it against that goal rather than assuming a guaranteed productivity gain.
ISO/IEC 14102:2008 provides guidance for evaluating and selecting CASE tools. A separate standard, ISO/IEC TR 14471:2007, covers adoption guidance; ISO’s page says it was reviewed and confirmed in 2022 and remains current. The adoption report addresses practices across computing organizations without prescribing one method or life-cycle paradigm. ISO also notes that organizations should consider how a tool fits their processes, rather than treating selection as a purely technical purchase.

CASE tools are intended to support productivity and process quality, but the available sources here do not establish a defensible, owner-attributed figure for the size of those effects. Outcomes depend on the task, tool fit, integration, and adoption. Avoid treating a promised percentage improvement as a general property of CASE software unless it is supported by evidence for the specific product and conditions.

For historical context, Carnegie Mellon University’s Software Engineering Institute published A Guide to the Classification and Assessment of Software Engineering Tools (CMU/SEI-87-TR-010) on September 1, 1987. It helps readers consider where tools fit in the software engineering process and what they do or do not do. Its publication is historical context, not evidence that today’s products necessarily use the CASE label.
