CMAF means Common Media Application Format. It is a standard for packaging segmented audio and video for adaptive streaming—not a delivery protocol, and not a guarantee of low latency. CMAF media can be used in HLS and MPEG-DASH workflows; achieving low delay also depends on the encoder and packager, server or CDN, playlist or manifest, player, and network.

What CMAF is—and what it is not

Apple describes CMAF as an extensible standard for encoding and packaging segmented media objects for delivery and decoding in adaptive multimedia presentations. Its tracks contain encoded samples such as video, audio, or subtitles in a container derived from the ISO Base Media File Format.

A track consists of a CMAF Header and one or more CMAF Fragments. A Switching Set groups alternate tracks that a player can switch between at fragment boundaries—for example, to adapt bitrate or resolution as conditions change.

  • CMAF: the format and packaging of the media objects.
  • HLS or MPEG-DASH: the presentation and delivery approach clients use to discover and request media. Apple HLS uses a Multivariant Playlist and referenced Media Playlists; DASH is standardized as ISO/IEC 23009.

So CMAF is not an alternative name for HLS or DASH. MPEG lists “Delivery of CMAF content with DASH” as Part 7 of the DASH standard, and CMAF media can also be presented through HLS.

How CMAF can reduce streaming latency

In conventional segmented delivery, a player may need to wait for a complete segment before it can request or play it. CMAF workflows can divide a segment into smaller chunks and publish them as they become available, before the parent segment is complete. That can let playback begin without waiting for the entire segment duration.

This does not make latency independent of the rest of the system. The encoder or packager must produce chunks in time, the origin or CDN must deliver them promptly, the playlist or manifest must expose them, and the player and network must handle the workflow. If any part buffers until a full segment is ready, the potential latency benefit can be lost.

LL-HLS example

Apple’s Low-Latency HLS documentation illustrates a six-second regular media segment with a 200-millisecond partial segment. These are examples, not universal required durations. LL-HLS also uses features such as partial segments, playlist delta updates, blocking playlist reload, preload hints, and rendition reports.

Apple cautions that “To support timely delivery of media, Low-Latency HLS requires certain transport features beyond what is necessary for regular HLS.” When the server lacks a required part of the configuration, a client may fall back to regular-latency playback.

LL-DASH request pattern

The IETF’s RFC 9317 describes a difference in how chunks may be requested: an LL-HLS client retrieves each chunk with a separate HTTP GET, while an LL-DASH client can use HTTP chunked transfer encoding to fetch the chunks of one segment with a single GET. In that DASH pattern, chunks can be transmitted as they arrive from the encoder or packager. Actual behavior depends on support across servers, intermediaries, CDNs, and players; neither pattern is guaranteed across every deployment.

What “low latency” means in practice

RFC 9317, published by the Internet Engineering Task Force in October 2022, gives rough categories for streaming applications. They are useful reference points, not universal definitions or promises about a particular service.

The RFC defines low-latency live delivery as having a glass-to-glass delay target under 10 seconds. Glass-to-glass means the delay from capture to display, rather than just the time it takes a server to send a segment.

Sub-second delivery is a particularly demanding goal over public IP networks: network delay variation can itself be on a similar timescale. Bufferbloat, Wi-Fi error correction, and packet reordering can make it difficult to maintain, and the RFC notes that visible artifacts may be an accepted trade-off. For applications where near-instant interaction is essential, RTP/WebRTC is common; CMAF-based low-latency delivery addresses a different balance of delay and scalable streaming.

What to compare when choosing an LL-HLS or LL-DASH workflow

There is no evidence-based rule that one format is universally faster. Compare an actual implementation across the complete playback path:

Area Questions to ask
Latency target What glass-to-glass delay is targeted, and under what conditions is it measured? Treat the IETF categories as rough targets, not guarantees.
Chunk and playlist or manifest behavior Can chunks become available before a full segment? How do clients refresh the presentation? LL-HLS has partial segments and playlist functions; LL-DASH can use chunked transfer encoding.
End-to-end compatibility Do the encoder or packager, origin or CDN, player, device, codec, and any encryption configuration work together?
Delivery path and resilience How do caches and CDNs handle the workflow? What happens during network disruption, and can playback fall back to a higher-latency mode?
Cost and quality flexibility What are the effects on delivery cost, quality, bitrate or resolution adaptation, and device coverage? RFC 9317 identifies these as possible low-latency trade-offs.
Operations and interoperability Are manifests aligned? What ingest behavior is required? Does the chosen workflow genuinely reuse a shared media set?

CMAF can simplify packaging and storage when the same media segments are reused in HLS and DASH workflows. Akamai describes this as an operational motivation: historically, teams might package the same encoded audio and video differently for the two workflows. Shared segments do not mean every deployment uses one encode, one manifest, or an identical playback path.

Implementation details that depend on the platform

Apple LL-HLS authoring values

Apple’s HLS Authoring Specification says the Part Target Duration must be at least the P95 round-trip time to the server expected for 95% of clients, should be at least three times that P95 RTT, and recommends one second. It also says PART-HOLD-BACK must be at least three times the Part Target Duration. These are Apple authoring requirements, not general CMAF rules or universal values for DASH.

Encoder, ingest, and qualification

Akamai’s Media Services Live documentation is one provider-specific example, not a universal CMAF checklist. It asks for distinct .mpd and .m3u8 manifests, advises encoder support for PUT and POST uploads, and describes checks such as manifest validity, playlist alignment, segment numbering, and failover. Akamai also cautions that meeting its guidelines does not guarantee encoder performance on its network. Confirm requirements with the provider that will actually ingest and deliver the stream.

Device support

Apple says its hardware running iOS 10.0, macOS 10.12, and tvOS 10.0 or later should support CMAF content, while clients based on earlier HLS revisions may not. This is Apple’s platform-specific compatibility statement; it does not certify every player, codec, encryption mode, or service configuration. Check the complete playback chain rather than treating “supports CMAF” as a blanket compatibility guarantee.

When CMAF low latency is—and is not—the right fit

  • Consider it when you need scalable live delivery with less delay than ordinary segmented streaming and can verify chunked packaging, timely delivery, player behavior, and fallback across your audience’s devices.
  • Set expectations carefully when the goal is under one second. Public-network variability can make that difficult, and reducing delay may involve costs in quality, flexibility, resilience, or device coverage.
  • Do not adopt it for the acronym alone. Ask providers for measured end-to-end latency under representative conditions, supported client configurations, and the behavior users see when low-latency delivery is unavailable.
