Bitcoin Layer 1 is Bitcoin’s base protocol and blockchain network: the system that checks transactions and blocks against Bitcoin’s rules and maintains the accepted transaction history. Other services can build on that foundation. Lightning, for example, is a payment layer above Bitcoin; SegWit, by contrast, is an optimization to Bitcoin’s base protocol.

What does Bitcoin Layer 1 mean?

“Layer 1” is ecosystem shorthand for the underlying Bitcoin protocol and network. Bitcoin.org describes Bitcoin as a decentralized peer-to-peer payment network and a consensus network. In practical terms, the base layer is where participants apply Bitcoin’s consensus rules to decide whether transactions and blocks are valid and which blockchain history they accept. The word “base” describes its role: it provides the rules and settlement history that higher-level services can use. It does not mean that every tool associated with Bitcoin—such as a wallet or payment application—is itself part of Layer 1.

What happens at Bitcoin’s base layer?

Consensus rules determine validity

Bitcoin participants check transactions and blocks against shared consensus rules. Those rules define what counts as a valid transaction or block and support agreement on the accepted history. If participants adopt incompatible rules, they can disagree about valid histories, potentially resulting in a network fork. Changes to these rules therefore have significant interoperability consequences.

Peer services connect nodes and relay messages

Nodes also need to find one another and exchange information. Those peer-to-peer services help propagate transactions and blocks, but they are distinct from the consensus rules that determine validity. BIP 123 separates consensus from peer services, as well as from API/RPC interfaces and applications. Its categories classify Bitcoin technical standards; they are not a universal, formal definition of every system people call a Bitcoin “layer.” The retrieved BIP 123 text is hosted on a Bitcoin.org mirror, which directs readers to the canonical BIP repository for authoritative text and history: BIP 123.

The broader Bitcoin protocol also involves subjects such as transactions, wallets, contracts, payment processing, networking, and mining. These are connected parts of the Bitcoin system, but their association with Bitcoin does not make every application or service a Layer 1 component. Bitcoin Layer 1 vs. Lightning and SegWit

Lightning is a layer above Bitcoin

Lightning is an additional payment layer built on Bitcoin. Bitcoin.org describes payment layers such as Lightning as enabling near-instant, low-cost transactions. That description is about the role of a higher-level payment system; it does not make Lightning part of the base blockchain. Bitcoin Core expressed the broader design idea in 2016: “We believe Bitcoin can accomplish this by providing the foundation for additional layers on top of the protocol and interfaces with other systems.” Read the Bitcoin Core statement and Bitcoin.org’s SegWit and Lightning FAQ.

SegWit changes the base protocol

Segregated Witness (SegWit) is described by Bitcoin.org as a protocol optimization that increased transaction capacity. It is therefore a base-protocol change, not a separate layer for payments. Calling both SegWit and Lightning “Layer 2” would conflate a protocol upgrade with a service built above the protocol.

How to tell whether a Bitcoin system is Layer 1 or a higher layer

The label is clearest when you ask what a system does and where it relies on Bitcoin. For a proposal or service, check:

  • Where validation happens: Which rules do participants use to decide whether transactions or state changes are valid?
  • Where settlement is recorded: Where does the authoritative transaction history reside?
  • Which consensus and security assumptions apply: Does the system depend directly on Bitcoin’s consensus, or does it add other mechanisms and assumptions?
  • Whether it changes Bitcoin’s rules or builds above them: A change to base-protocol rules differs from a separate service using those rules.

These questions help avoid treating all systems described as “layers” as though they validate, settle, or rely on Bitcoin in the same way. Specific second-layer designs can differ in their trust and settlement arrangements.
