An open proxy server is a forwarding proxy that lets clients outside its intended or authorized group relay traffic through it, often without authentication or source restrictions. The proxy connects to a destination on a client’s behalf and forwards the result; the destination may see the proxy’s address as the traffic source. The key distinction is access: a proxy is not necessarily open just because it is a proxy.

How an open proxy works

A client sends a request to the proxy. The proxy then attempts to reach the requested destination and relays the response. With an open proxy, people outside the service’s intended client base can make those relay requests. Depending on the proxy’s protocol and configuration, it may forward web requests or tunnel other traffic.

RFC 9110 describes an HTTP proxy as a message-forwarding agent selected by a client, usually through local configuration, to receive requests for certain absolute URIs and attempt to satisfy them. It distinguishes this from a gateway, also called a reverse proxy, which acts as an origin server from the client’s perspective and forwards requests to backend servers. A reverse proxy is not automatically open. RFC 9110

What makes a proxy “open”?

The defining question is whether the service accepts relay requests from outside its authorized client base. A proxy restricted to authenticated users or a trusted range of client addresses is not open to everyone, even if it serves many users. “Open” describes the access boundary, not a particular protocol or product; HTTP and SOCKS services can both be configured with different access policies. Open proxy vs. reverse proxy

Term Role What “open” means
Forward proxy Relays a client’s requests to destinations on the client’s behalf. Open when outsiders beyond the authorized client base can use it to relay traffic.
Reverse proxy (gateway) Receives requests as an origin-facing service and forwards them to backend servers. Not automatically open; whether it is exposed or restricted depends on its configuration.

These are different proxy roles. A reverse proxy’s public availability does not, by itself, make it an open forward proxy.

Does an open proxy make you anonymous or safe?

No. A destination may see the proxy’s address rather than the client’s network address, but that alone does not establish anonymity, privacy, or safety. The proxy operator controls the relay, and the proxy may retain or expose information about requests. Do not treat the address substitution as proof that your identity or activity is protected.

Open access also does not prove that the operator is malicious. However, unrestricted relaying can be abused: threat actors may route spam, denial-of-service activity, intrusion attempts, or other unauthorized actions through the service. Why tunneling can increase the risk

Some proxy configurations can create tunnels rather than simply relay ordinary web requests. CERT/CC describes how permissive HTTP CONNECT settings can allow arbitrary TCP connections. RFC 9484 likewise warns that arbitrary tunnels create significant risks for IP proxying over HTTP. If a proxy can reach internal or otherwise vulnerable services, outsiders may be able to use it as a path toward those networks. RFC 9484

A related but distinct concern involves residential proxy networks. The FBI has warned that compromised consumer IoT devices can be used to route other people’s traffic, making the device owner’s residential IP address appear associated with that activity. This is not the same category as a misconfigured open proxy server, but it shows why an unfamiliar relay service can create consequences for the network whose address it uses. How to assess a proxy’s access policy

Judge the actual configuration rather than relying on a label such as “proxy” or “private.” Check:

  • Who can connect? Is the listener reachable from the public Internet, limited to a trusted network or address allowlist, or protected by user authentication?
  • Where can clients connect through it? Can users reach any destination and port, or only approved destinations and protocol/port ranges?
  • Can it reach sensitive networks? Check whether localhost, link-local, internal address ranges, or the proxy’s own infrastructure are reachable through the relay, and block access where appropriate.
  • What monitoring and limits apply? Consider rate limits, resource monitoring, and controls that let operators attribute use to authorized clients.

How to secure a proxy server

  1. Remove unintended public exposure. Place the service behind the appropriate network boundary and avoid making its listener reachable from networks that do not need access.
  2. Require authentication or restrict client addresses. Use a defined, authorized client group rather than allowing unrestricted relay requests. RFC 9484 recommends restricting IP proxy use to authenticated users and describes mutual TLS, HTTP authentication, and bearer tokens as possible mechanisms. RFC 9484
  3. Limit destinations and ports. Allow only the destinations and protocols clients need. Block routes to internal, localhost, link-local, or sensitive infrastructure where appropriate; CERT/CC also recommends limiting destinations and ports and preventing recursive connections where possible.   4. Apply least privilege and controlled outbound access. Do not give the proxy broader network reach or operating permissions than its function requires.   5. Monitor use and resource consumption. Review relay activity, apply rate limits, and watch bandwidth and compute usage so unexpected traffic can be investigated and constrained.

Is there a reliable count of open proxy servers?

No current, general global count is established by the cited authoritative material. CERT-In’s statistics page tracks open proxies hosted in India and contains historical yearly information, but it does not establish a current worldwide total. CERT-In statistics page
