An infrastructure processing unit (IPU) is a programmable data-center device that handles infrastructure work—such as networking, storage, and security—so those tasks do not consume as much of a host server’s CPU capacity. It can also help separate provider-managed infrastructure from tenant workloads. An IPU is a hardware category, not one universal chip design: products may use a system-on-chip, a processor paired with an FPGA, or custom ASIC technology.
What does IPU stand for?
IPU stands for infrastructure processing unit. Intel defines it as “a networking device that securely accelerates and manages infrastructure functions in a data center with programmable hardware” (Intel IPU product page; Intel announcement, June 14, 2021).
In practical terms, the IPU takes on work needed to connect and operate servers, rather than processing an application’s main workload. Cloud and communications providers can use it to move provider-controlled tasks away from host CPUs and keep infrastructure functions more separate from customer workloads. Intel describes reducing host overhead and freeing CPU performance as design goals, not as a guarantee of a particular performance gain in every deployment (Intel SEC filing glossary).
What does an IPU do?
The specific functions depend on the product and how a data center deploys it. Common examples include:

- Networking: processing packets and supporting virtualized network functions.
- Storage: handling storage virtualization, storage transport, or remote storage access.
- Security and isolation: enforcing separation between infrastructure managed by the provider and tenant workloads; some designs also document secure boot.
These tasks are especially relevant on hosts that serve multiple tenants or provide bare-metal servers. Intel lists both settings, along with storage initiator offload and security air-gap use cases, for its IPU products (Intel IPU product page). Its FPGA IPU platforms name AI, Open vSwitch, NVMe over Fabrics, RoCEv2, and security workloads among their target uses (Intel FPGA IPU page).
How is an IPU different from a CPU or SmartNIC?
IPU vs. CPU
A CPU runs a server’s general-purpose operating system and applications. An IPU is designed to handle selected infrastructure operations, such as network and storage services, so the host CPU can focus more of its capacity on the workloads it serves. An IPU complements the host CPU; it does not replace it.

IPU vs. SmartNIC
A SmartNIC is a useful neighboring concept because both categories can offload networking and storage work from a host. Intel describes its FPGA-based IPUs as an evolution of its SmartNIC product line: those platforms pair a processor complex with an FPGA and can offload broader networking and storage stacks. That is Intel’s product framing, not a universal rule that every device called an IPU is more capable than every SmartNIC (Intel FPGA IPU page).
The labels alone do not establish that two adapters are interchangeable. To compare them, check which workloads they support, their programming model and software, their tenant-isolation features, their network connections, and their performance in the intended deployment.

Do all IPUs use the same architecture?
No. The term describes a role and product category rather than a single required design. Documented examples include:
- System-on-chip: Intel describes its E2100 IPU Adapter as SoC-based. Its current product specification lists 16 Arm Neoverse N1 cores and connectivity of 2 × 100 GbE or 1 × 200 GbE (Intel IPU product page; specifications accessed October 4, 2026).
- Processor plus FPGA: Intel’s FPGA IPU platforms pair an Intel Xeon D processor complex with an Altera FPGA (Intel FPGA IPU page).
- Custom provider designs: Google Cloud describes its co-designed IPU as a system-on-chip in its Titanium infrastructure, and says its C3 machine series uses custom Intel IPU technology (Google Cloud C3 announcement; Google Cloud Titanium overview).
These examples show why an IPU should not be treated as a particular chip architecture or assumed to have one vendor-independent feature set.

How cloud providers use IPUs
Google Cloud Titanium
Google says its Titanium infrastructure uses an IPU for programmable packet processing and in-transit encryption with Google’s PSP protocol. Google also reports three times the packets per second compared with its own previous-generation compute instances in the described IPU context. That is a Google-reported, provider-specific comparison—not an independent benchmark or a general IPU performance figure. Google says the infrastructure supports its third-generation compute instances (Google Cloud Titanium overview).
Google Cloud C3
Google’s C3 announcement, published October 11, 2022, describes programmable packet processing at 200 Gb/s line rates using custom Intel IPU technology. The post’s editor note says C3 became generally available on May 22, 2023. Both the line-rate figure and deployment details describe this specific Google Cloud machine series; they are not specifications for IPUs as a whole (Google Cloud C3 announcement).

What to check when comparing IPUs
For a meaningful comparison, look beyond the IPU label and match the device to the server and infrastructure software where it will run.
- Offloaded work: confirm support for the network, storage, security, or other infrastructure functions you need.
- Architecture: identify whether the implementation is an SoC, a processor-plus-FPGA design, an ASIC, or another arrangement.
- Isolation and security: review how it separates infrastructure services from tenant workloads and which security capabilities are documented.
- Connectivity and throughput: compare the actual ports and product-specific performance claims for the relevant deployment.
- Programmability and software: check the available tools, software framework, and support for the functions you intend to offload.
- Deployment fit: distinguish a cloud provider’s internally deployed design from hardware intended for enterprise servers or bare-metal environments.
Can you buy an IPU?
Some IPUs are specialized data-center hardware rather than consumer processors. Intel identifies its E2100 as an adapter for cloud and enterprise use and describes Altera IPU development platforms and partner production-ready solutions. Those product descriptions establish that IPU hardware exists as a purchasable category, but they do not establish retail availability through any particular seller (Intel IPU product page; Intel FPGA IPU page).
