An adaptive streaming player can switch among them as network throughput or device capabilities change, helping balance picture quality with reliable playback. The right ladder depends on the service, content, codec, devices and delivery conditions; there is no universal bitrate table.
What an encoding ladder contains
Each rung represents a version of the source video with its own encoding settings. Resolution and bitrate are the most visible differences; frame rate and codec may also vary. A high rung can offer more detail to a capable viewer on a fast connection, while lower rungs give the player alternatives when bandwidth or device capability is constrained.
For HLS, a multivariant playlist describes the available variants. Apple’s documentation requires video variants to declare their resolution and calls for multiple video bitrates in HLS authoring. The player uses the offered choices during adaptive playback; the ladder itself is not a promise that every viewer will receive a particular quality. Why ladder design matters
Picture quality and delivery capacity
Higher-bitrate renditions can preserve more visual detail, but they require more delivery bandwidth. A ladder should include a useful top quality for the audience and devices without making that top rung the only viable choice.

Coverage and operating cost
Too few rungs can leave some available bandwidth unused or force viewers into a poor fit between their connection and the available choices. Too many rungs increase encoding and delivery work and can prompt more frequent rendition changes. AWS advises tuning the number of logical renditions to the specific application, playback quality goals, client and display ecosystem, and users’ network conditions. Its Streaming Media Lens suggests dividing the maximum bitrate by roughly 1.5–2 for each step down as a general starting heuristic, not a mandatory formula.
Latency, stability and switching
A ladder is only one part of live-streaming latency. Segment length, encoding and processing, delivery, and player buffering also matter. AWS describes possible streaming latency ranging from 3 to 90 seconds depending on design choices; that is contextual guidance, not a measurement of ladder performance. Low-latency designs involve trade-offs among quality, rebuffering and error rates, so do not assume that adding more rungs alone will reduce delay.

How to choose a ladder for a live service
- Set the delivery target. Identify the service’s supported protocols and player behavior, the devices and display sizes you need to serve, and the network conditions of your audience. Do not treat an HLS authoring example as a universal platform requirement.
- Set the top rung. Choose the highest useful resolution and bitrate for your source quality, target audience, bandwidth conditions and quality goals. A high-resolution source does not automatically justify a high-bitrate rung if the source itself lacks detail or the audience cannot benefit from it.
- Build lower choices. Add progressively lower bitrate and resolution options that remain useful to viewers on constrained connections. AWS’s divide-by-1.5–2 approach can help sketch initial spacing, but validate the actual steps against your content and playback conditions.
- Account for content and encoding. Fast motion and visual complexity can need different bitrate decisions from simpler material. Codec, encoder implementation, frame rate, resolution and target subjective quality all affect the bitrate needed. Apple likewise cautions that many bitrate choices are possible; its recommended values are initial targets to evaluate for the particular content and workflow.
- Validate playback, not just the encode. Confirm that playlists describe the variants correctly, including video resolution, and test switching and playback across representative devices and network conditions. Apple provides a specification and points implementers to its Media Streaming Validator Tool. Adjust the ladder if tests reveal poor quality, unnecessary switching, or instability.
Apple’s HLS figures: an initial H.264 example, not a universal ladder
Apple’s HLS authoring specification gives the following possible initial targets for 16:9 H.264/AVC video. These are authoring examples, not a standard required by every live service. Apple provides separate HEVC and HDR examples with different values, and recommends evaluating initial targets against the actual content and encoding workflow. An encoding ladder is not the same as keeping a channel live
