It does not necessarily mean one standalone product. The phrase can also refer to software that manages submitted forms and requests, so context matters.
What does application management do?
Application management treats software as something an organization must govern and support over time, not simply install once. The IT-CMF framework describes the capability as managing “the introduction, operation, maintenance, and upgrading of applications throughout their life cycle.” Its guidance moves from repeatable practices for key applications toward consistent coverage across major applications, with controls for access, deployment, software licences, and detecting intruder activity or misuse.
In practice, the organization defines who owns and supports each application, how it is deployed and changed, how its access and operational condition are monitored, and how it is maintained as needs or technology change. The precise division of responsibilities depends on the organization and its platforms. IT-CMF Application Management capability B12 presents a framework for this capability; it is not a product specification.
What is included in an application management system?
The term “system” can describe an operating arrangement rather than a single software package. That arrangement may combine documented processes, assigned responsibilities, application records, governance controls, and management tools. A useful system gives teams a consistent way to understand what applications they have and manage the work and risks associated with them.

- Lifecycle processes: introduction, deployment, operation, maintenance, upgrades, and eventual retirement.
- Controls: access management, deployment practices, licence management, and detection of unauthorized activity or misuse.
- Operational records: information that helps identify and manage applications. An older ITIL Service Transition glossary describes an application portfolio as a database or structured document containing key application attributes and supporting lifecycle management.
- Supporting tools: systems that help perform, automate, or track lifecycle tasks, potentially integrated across development, test, and production environments.

How does application lifecycle management relate?
Application lifecycle management (ALM) is a closely related term for managing software through the stages of its life. Application management emphasizes the organizational capability and controls for keeping applications governed and supportable; ALM can refer to the lifecycle practices and tools used to coordinate that work. Usage varies, so the terms are not always used as strict synonyms.

What does this look like in practice?
An organization-wide capability
Under the IT-CMF approach, an organization might begin by applying repeatable management practices to its most important applications, then standardize controls across a broader set. More mature practice can integrate consistent tools across development, test, and production. The framework describes a way to assess and develop capability; it does not prescribe one universal platform.
A cloud-platform management API
OASIS CAMP 1.1 is a narrower, cloud-specific example. It defines artifacts and APIs that a Platform as a Service (PaaS) cloud offers for building, running, administering, monitoring, and patching applications. The specification describes actions such as deploying a package, monitoring an application, and starting, stopping, suspending, snapshotting, or patching it. Its scope is the application administrator’s interaction with the platform; the platform administrator manages underlying infrastructure and platform software. CAMP is not a universal definition of application management. Read the OASIS CAMP v1.1 specification.

A vendor-specific application registry
Oracle’s documentation for Hyperion Shared Services in EPM 11.2 describes registering, grouping, provisioning, moving, copying provisioning information, and deleting EPM applications. These functions illustrate one product-specific slice of application management, not a checklist every management system must provide. Oracle EPM 11.2: Managing Applications.
Does “application management” ever mean something else?
Yes. Outside enterprise software discussions, “application” may mean a submitted request or form rather than a software program. In that context, an application management system handles submissions such as loan, leave, permit, funding, insurance, or university-enrollment applications. It may support collecting information and documents, routing approvals, tracking status, sending notifications, controlling access, reporting, and integrating with other systems. Clues such as “deployment,” “patching,” or “production environment” point to software lifecycle management. “Applicants,” “submitted forms,” or “approval workflow” point to request processing.

- Lifecycle coverage: Which stages are managed, including maintenance, upgrades, and retirement?
- Applications and environments: Which systems are included, and does the scope cover development, test, production, or all three?
- Operational work: How are deployment, upgrades, patching, monitoring, and service operations handled?
- Governance: How are access, licences, compliance, and misuse addressed?
- Platform dependence: Does the approach rely on a specific cloud or vendor, or support portability?
- Integration: How does it connect with development practices and existing service-management processes?
These distinctions help prevent a tool’s feature list from being mistaken for the entire management capability. A platform API can automate particular operations, while the organization still needs decisions about ownership, controls, coverage, and lifecycle responsibilities.
