An AI action model is a descriptive term for an AI model—or a larger system built around one—that selects or performs actions to advance a goal. Depending on the system, an “action” could be a recommendation, a software-tool call, an operation in a graphical interface, or control of a physical device. The phrase has no single standardized industry definition, so the execution channel and the system’s authority matter more than the label.
What does “AI action model” mean?
In general use, an AI action model is an AI model or model-enabled system that chooses what to do, rather than only producing a response for a person to interpret. Some systems merely recommend an action. Others can submit a tool or API call, interact with an application, or control equipment. These are materially different levels of capability and consequence.
Eurostat’s 2026 report, The use of artificial intelligence (AI) technologies in the European Union, defines AI for its business-statistics questionnaire as systems using technologies such as machine learning, computer vision, and natural-language generation to gather or use data to “predict, recommend or decide on, with varying levels of autonomy, the best action to achieve specific goals.” Eurostat also notes that AI systems can be software-only. This is a definition for that questionnaire, not a universal technical definition of “action model.”
How is an action model different from an AI agent?
The terms overlap, but neither has a settled boundary that makes every action model an agent or every agent an action model. The Australian Competition and Consumer Commission (ACCC) states in its 2026 report Recent developments in artificial intelligence: “There does not appear to be one settled definition within industry on what exactly constitutes an AI agent or agentic AI.” For its working description, the ACCC characterizes AI agents as software systems that can autonomously gather information and use tools to accomplish objectives on users’ behalf.

That description highlights a common distinction: “agent” often refers to a system organized to pursue an objective, gather information, and use tools, while “action model” emphasizes choosing or producing actions. In real products, those functions can overlap or be spread across several components. Neither term by itself establishes how much autonomy the system has.
What can count as an action?
To understand a particular system, identify both what it can do and where it can do it. A text response that recommends a step is not the same as a tool call that changes data. A graphical-interface operation may affect an account or application, while physical control can affect the surrounding environment.

- Recommendation: The model proposes an action, but a person carries it out.
- Tool or API operation: The system sends a request to a connected service, such as one that retrieves information or changes a record.
- Graphical-interface interaction: The system operates controls in a website or application.
- Physical control: The system’s output directs a device or actuator. The generic label does not imply this capability.
These are practical ways to describe execution, not a standardized classification. The relevant question is what permissions and connections the particular implementation actually has.
How might an AI action model work?
A typical high-level description is: interpret a goal, decide on steps, select an operation or tool, execute it, and inspect the result. The model may perform only some of those jobs. Planning, memory or state, tool connections, permission checks, execution, and outcome verification can belong to different parts of the surrounding system.

A 2026 Google Patents publication, US20260037318A1, describes one example involving a generative AI action model that can produce a multi-step session plan and executable operations for an interactive interface, drawing on prior session information and visual context. A patent disclosure is an example of a proposed or described architecture; it is not an industry standard or evidence that all such systems work this way or achieve a particular level of performance.
How should you evaluate an action-capable system?
When a product says it can “take action,” look beyond the name. These questions make its practical capabilities clearer:

- What is the output? Does it provide text, recommend an operation, or execute one?
- What is the execution channel? Does it use no external connection, a tool or API, a graphical interface, or a physical actuator?
- When does a person approve? Does the system wait for approval before each operation, or can it carry out several steps after a goal is delegated?
- What can it change? Check which accounts, data, applications, or devices its permissions expose.
- How does it handle results? Does it observe whether an operation succeeded, notice errors, and have a defined way to stop or recover?
These questions describe implementation choices, not properties guaranteed by the phrase “AI action model.” A system’s actual access and approval rules determine the authority it has.

“Action Model” is also the name used by a project whose company blog, dated 30 October 2025, describes a community-owned large action model project. The company lists an Actionist desktop app, a browser extension, a workflow marketplace, and a $LAM token as parts of its ecosystem. Those are the company’s descriptions of its own project; they do not define the generic term, establish a standard architecture, or show that “large action model” is a separate, settled category.
