An administrative or regulatory fee on a U.S. phone bill is often a surcharge the carrier assesses to recover costs it associates with administering service or meeting regulatory and industry obligations. The label by itself does not mean the charge is a government tax or a fee the government requires the customer to pay. Check the carrier’s explanation for the exact line item on your account.

Is it a tax or a carrier charge?

It depends on who sets and assesses the line item. Government taxes and fees are set by federal, state, or local governments; a provider may bill and collect them, and their amounts can vary by service location. A carrier-imposed recovery charge is assessed by the phone company itself, even if the company says it helps cover costs connected with regulation.

For example, Verizon describes its Administrative and Telco Recovery Charge as a Verizon charge, not a government tax or government-imposed fee. AT&T likewise says its Phone Administrative Fee is not a tax or a charge the government requires it to collect. A carrier charge can refer to real regulatory expenses without being a government charge to the customer. The distinction is who assesses the fee and who receives it—not simply whether the word “regulatory” appears in its name.

What might the fee cover?

There is no universal definition or standard amount for these fees. Carriers use different names and describe different cost categories, so one provider’s “administrative fee” should not be assumed to match another’s.

  • Verizon: Its mobile surcharges include an Administrative and Telco Recovery Charge. Verizon says it helps defray or recover costs associated with regulatory and industry obligations, property taxes, and network-related expenses. Verizon retains the charge, assesses it on each line, and says its amount and included costs can change. The company lists other mobile surcharges separately, including a Regulatory Charge and federal and, in some cases, state Universal Service Charges. Verizon’s current mobile surcharge explanation
  • AT&T: Its small-business fee page distinguishes a Regulatory Cost Recovery Charge from a Phone Administrative Fee. AT&T says the recovery charge is assessed by AT&T and lists components such as federal regulatory, relay-service, numbering-plan, and local-number-portability administration costs. It describes the Phone Administrative Fee as a per-line, per-month charge that helps defray certain service costs. These examples are carrier-specific disclosures, not a general rule for every plan. A carrier’s fee names, explanations, and terms may change.

How to identify a charge on your bill

  1. Copy the exact line-item name. Include abbreviations and note which line or service it appears beside.
  2. Look up that exact item in the carrier’s current fee disclosure or bill glossary. Check that the explanation applies to your service type and account.
  3. Separate government-set charges from carrier-assessed surcharges. Use the provider’s description of who imposes the charge; do not infer it from the name alone.
  4. Ask the carrier for the details that are not clear. Ask how the amount is calculated, whether it is charged per line or per account, which service it applies to, and whether it can change. How should you compare phone-plan prices?

Compare the total recurring bill, not just the advertised base price. Include carrier surcharges and taxes that apply to your service location, and check whether a quoted fee is charged once per account or on every line.

Can you dispute or avoid the fee?

First ask the carrier to identify the charge and explain its calculation and terms. If the explanation does not match the bill or the fee remains unclear, review the current terms for your plan and contact the consumer-protection authority in your state for guidance. The available disclosures do not establish that every carrier recovery charge is optional under every contract or state rule, so do not assume you can remove it merely because it is not a government tax.

The FCC’s 2020 order on telephone access charges stated, “We do not think that these charges should have a place on consumers’ phone bills once those charges are deregulated and detariffed.” That statement concerns telephone access charges in that proceeding; it should not be read as a ruling on every administrative or regulatory fee.
