A chatbot describes a conversational way to interact with software. The two can overlap: an agent can have a chat interface, while a chatbot may simply answer without taking action.
What makes AI agentic?
An agentic system is organized around carrying a task forward, rather than only generating a reply. Depending on its design, it may interpret a goal, decide what information or steps are needed, use tools such as APIs or databases, observe what happened, and adjust its next step. The actions it can take are limited by the tools and permissions it has been given.
Google Cloud’s overview of agentic AI describes concepts including perception, reasoning, planning, action, and reflection. Anthropic describes a practical cycle of planning, acting, observing, and adjusting in its guide to building effective agents. These are explanatory ways to understand agent behavior, not a required blueprint for every system.
An agent may consist of one system or coordinate several specialized agents. Tools and memory can be useful design elements, but neither multiple agents nor persistent memory is a condition for calling a system agentic. The meaningful question is what it can do toward its goal.

What does “chatbot” mean?
A chatbot is software a person communicates with through text or voice. Some chatbots follow scripted rules; others use AI to interpret natural-language questions and generate replies. The label describes the interaction mode, not how much independent action the software can take. IBM explains this range in its chatbot overview.
A chatbot can therefore use generative AI and still not be an agent. OpenAI’s guide to building agents distinguishes agent systems from applications that use a language model but do not let it control workflow execution, such as simple chatbots and single-turn applications.

Agentic AI vs. a chatbot

The terms are not opposites. A conversational agent can be both a chatbot and agentic: the user talks to it, and it can also carry out permitted actions beyond replying. Google Cloud’s comparison of agents, assistants, and bots discusses distinctions such as autonomy, task complexity, and interaction.
When is an agent a better fit?
An agent may suit a goal that involves multiple steps, outside information or software tools, and decisions that depend on what happens along the way. For example, a customer-support system might look up account information before preparing a response, or a research system might call APIs to gather relevant data. These are possible designs, not a guarantee that an agent is the best choice.

For a bounded, predictable task, a direct model response or fixed workflow is often simpler. Google Cloud’s architecture guidance for choosing an agentic AI design notes that agentic workflows are unnecessary for tasks such as summarizing a document, translating text, or classifying customer feedback. Autonomy is useful when it solves a real workflow need; otherwise it can add complexity without helping the task.
What should you check before choosing one?
Look past product labels and assess the system’s actual capabilities and boundaries. These questions help distinguish a conversational front end from a system that can act:

- Autonomy: Does it only answer, make recommendations, or take actions?
- Task shape: Is the work one predictable step, or a multi-step goal that may change as results come in?
- Tool access: Which applications, data, and systems can it use, and what can it read or change?
- Human control: Which actions need approval, and when must the system escalate to a person?
- Evaluation and governance: Can the complete workflow—not just the underlying language model—be tested, monitored, and held accountable?

A system that can act through tools may do more than produce an unhelpful answer: if it misunderstands the request, it could take an unintended action. The level of risk depends on the task, tool permissions, and oversight—not simply on whether the product is called an agent. Anthropic discusses the trade-off between interrupting too often and allowing a system to continue on misunderstood intent in its agent design guidance.

Useful safeguards include narrowly scoped permissions, clear limits on what the system may change, human approval for consequential actions, and escalation when intent or evidence is uncertain. OpenAI’s agent guide discusses accountability practices across the agent lifecycle. NIST identifies trustworthiness, testing and evaluation, standards, interoperability, governance, and risk management as focus areas in its AI Agent Standards Initiative.
Why does “agentic AI” mean different things?
There is no single bright line that every company or use case applies in the same way. Google Cloud distinguishes agents, assistants, and bots using factors such as autonomy and task complexity; IBM describes agentic AI in terms of goal-directed, adaptable behavior; and the OECD’s conceptual review of AI agents examines variation across definitions. When evaluating a particular product, ask what it can access, decide, and do instead of relying on the word “agentic.”
