Adaptive bitrate streaming (ABR) is how a video player changes among prepared versions of a video as playback proceeds. It requests a higher-bitrate version when delivery conditions and the device can support it, and a lower-bitrate version when they cannot. That can reduce buffering, but it cannot make a weak or unstable connection deliver more than it can support.
How adaptive bitrate streaming works
ABR is a playback technique, not a codec. The provider prepares multiple encoded renditions of the same content, and the player chooses among them while receiving the video in segments. The IETF describes this as an application-level response: the client observes successful download speed and chooses among the available media options as network conditions or device capabilities change (RFC 9317).
- Encode a bitrate ladder. The provider makes alternative versions of the content at different bitrates and often different resolutions. The set of available renditions is called a bitrate ladder.
- Publish a manifest or playlist. The delivery information describes the available renditions and their segments. The format and details depend on the streaming protocol.
- Deliver segments during playback. The player requests pieces of media as the viewer watches, rather than waiting for one complete file to download before playback begins.
- Estimate playback conditions. The player can use recent application-level download throughput and buffer state. It may also account for device characteristics such as available memory, CPU capacity, or display size.
- Choose a rendition for the next segment. The player selects an available option that it judges suitable for current conditions and its priorities, such as picture quality or avoiding a playback stall.
- Adapt as conditions change. Later segments can use a different rendition. A player may move up or down the ladder, but it does not necessarily change quality smoothly or at every moment.
Think of it like changing gears: the player can shift down when delivery slows and shift up when there is headroom. The analogy is only a guide; actual decisions depend on the player’s algorithm and the renditions the provider made available.
Why picture quality changes while you watch
The player is choosing from discrete encoded versions, not adjusting an unlimited quality dial. If its estimate suggests a higher rendition could arrive in time, it may request one. If throughput falls or the playback buffer becomes low, it may choose a lower rendition to reduce the risk of running out of playable video.

Different players weigh signals and goals differently. For example, dash.js documentation describes rules that can use throughput, buffer level, dropped frames, and other conditions; it does not prescribe one universal decision method (DASH-IF dash.js ABR documentation). A player can therefore react differently from another player on the same connection.
What determines the bitrate of a rendition
Resolution is only one influence on how much data a video needs. The IETF identifies factors including frame rate, color depth, codec, encoding parameters, scene complexity, and motion. More detail, faster motion, or more complex scenes generally require more bitrate to encode at a given quality, while newer codecs with more efficient compression tools may reduce the required bitrate for comparable results (RFC 9317).

This is why two videos at the same resolution may have different bitrates, and why a high-resolution rendition is not automatically the best choice in every situation. The provider’s encoding choices shape the options the player can select.
HLS, MPEG-DASH, and segmented delivery
HLS and MPEG-DASH are common HTTP-based approaches for segmented streaming and ABR. They let a client request media over ordinary web delivery infrastructure, while manifests or playlists describe how to locate the available media. MPEG describes DASH (ISO/IEC 23009) as a standards suite for streaming multimedia over existing HTTP infrastructure, including servers, CDNs, proxies, and caches, for both on-demand and live services (MPEG-DASH overview).

The protocol does not by itself dictate every player decision. Available formats, codecs, devices, service requirements, and the player implementation all affect the experience.
Does adaptive bitrate streaming prevent buffering?
No. ABR can lower the requested bitrate to help playback continue when delivery conditions worsen, but it cannot repair a constrained network path or guarantee uninterrupted playback. If the connection cannot sustain even the lowest available rendition, or becomes unstable enough, buffering can still occur. RFC 9317 cautions that application-level mechanisms cannot provide an experience beyond what the network path can support (RFC 9317).

A quality drop is often the tradeoff that helps avoid a stall: the picture becomes less detailed so the player can keep enough media arriving to continue. Whether that tradeoff succeeds depends on the available renditions, the player, the device, and the path between the service and viewer.

Live services often balance picture quality against delay. Low-latency HLS and DASH approaches can use smaller CMAF chunks rather than waiting for a full media segment. RFC 9317 notes that this can separate latency from segment duration, while very short segments without such packaging may require more frequent intra-coded frames and harm encoding quality (RFC 9317).

Lower latency can also leave less room to respond to sudden network changes. Depending on the implementation, the service may face tradeoffs such as lower quality, fewer resolution choices, or less bitrate flexibility, and transient disruptions can become more visible.
A YouTube Live example is platform-specific
Google’s YouTube Live DASH ingest guide recommends target segment durations between 1 and 5 seconds for that service’s ingest workflow (YouTube Live DASH ingest guide). That is YouTube guidance for a particular workflow, not a universal segment-duration rule for HLS, DASH, or ABR systems generally.
