A work breakdown structure (WBS) is a deliverable-oriented hierarchy that divides a project’s complete scope into smaller components, down to work packages that can be planned, assigned, estimated, and controlled. It describes what the project must produce—not the project schedule, which shows when work happens, or a process description, which explains how it is done.

What a WBS does in project management

A WBS organizes the project’s total authorized scope as a family tree of deliverables or products. The project or end product sits at the top; lower levels provide progressively more detail about the systems, services, components, and other outputs needed to achieve it.

This structure gives teams a common way to define scope and organize planning. It also provides a basis for accumulating and reporting cost, schedule, technical, risk, and performance information. NASA describes the WBS as a key management tool for identifying deliverables and breaking project work into manageable segments for planning and control (NASA WBS overview).

What belongs in the hierarchy

Include all work required to deliver the authorized project scope over its life cycle. That means representing work done by the project team as well as work performed by contractors or partners; outsourced work does not fall outside the project simply because another organization performs it. NASA requirements call for a WBS that encompasses in-house and contractor efforts, with a companion dictionary and index (NASA Work Breakdown Structure Handbook, 2018).

At each level, organize the scope around outputs or product areas where possible. Activities and action verbs are useful in the schedule and work-package planning, but an activity list alone is not a substitute for a deliverable-oriented WBS. PMI explains that the WBS describes project outcomes and scope rather than the process used to do the work or the schedule of when it happens (PMI, “Work Breakdown Structure (WBS) – Basic Principles”; PMI, “Practice Standard for Work Breakdown Structures”).

WBS example: website project

This simplified hierarchy shows how a website project might be organized. The lower-level entries name parts of the scope; the detailed tasks and dates belong in the schedule.

In a working WBS, each branch should make the project scope clearer. If an element is still too broad to estimate, assign, schedule, control, or measure effectively, decompose it further. NASA’s example similarly starts with a project and branches into areas such as project management, software, and systems engineering, then breaks software into requirements, design, development, and testing (NASA Cost Analysis Manual guide).

How to create a WBS

  1. Set the top level. Name the project, program, or end product the hierarchy covers.
  2. Identify major deliverables. Add the primary products, services, or product areas needed to meet the objective.
  3. Decompose each branch. Break major deliverables into subordinate systems, components, services, or other outputs.
  4. Stop at a useful planning level. Continue until the lowest-level elements are manageable for estimating, assignment, scheduling, control, and performance measurement. There is no universal correct number of levels; the needed depth depends on management needs, cost, risk, and technical complexity.
  5. Document each element. Use a WBS dictionary to define scope, boundaries, assumptions, ownership, and relevant planning information.
  6. Check completeness and traceability. Confirm that the hierarchy covers the authorized scope, including contractor and partner work, and that its elements can be related to requirements, the Statement of Work where applicable, schedule, budget, and responsible owners.

What is a WBS dictionary?

A WBS dictionary is the companion document that explains what each WBS element includes. It connects an element to progressively higher WBS levels and, when applicable, to the Statement of Work. NASA’s PP&C glossary lists a control-account code, scheduled start and completion dates, budget, and responsible manager among the minimum information for an entry (NASA PP&C glossary).

Clear definitions help prevent two common scope problems: different teams interpreting the same element differently, and work being omitted or counted twice. Dictionary details should be suited to the project’s governance and control needs rather than copied mechanically from another project.

WBS vs. project schedule

Tool Main question it answers What it organizes
WBS What must the project deliver? Project scope as a hierarchy of deliverables and work packages.
Project schedule When does work happen? Activities, sequencing, dates, and timing.
Process description How will work be performed? Methods, procedures, or the way work is carried out.

These are related planning views, not interchangeable documents. The WBS gives the scope structure; schedule activities can then be planned against the work represented by that structure.

How much detail should a WBS have?

Decompose to the point where the work can be managed well enough for the project’s estimating, assignment, scheduling, control, and measurement needs. A complex or high-risk deliverable may need more detail than a straightforward one; a branch need not have the same depth as every other branch. PMI’s guidance is that branches should go only as deep as needed for effective management (PMI WBS principles).

Too little detail can leave scope difficult to estimate or assign. Too much detail adds maintenance overhead and can make the WBS harder to use. Choose depth based on the work’s technical complexity, risk, cost, and the information managers need to control it.

Checks for a usable WBS

  • Deliverable-oriented: the hierarchy describes outputs and scope, not merely a sequence of activities.
  • Complete: it represents all authorized project work, including work assigned to contractors or partners.
  • Manageable: its lowest-level elements are detailed enough for planning and control.
  • Traceable: elements can be connected to higher-level scope and relevant requirements, Statement of Work, schedule, budget, and owners.
  • Consistent: a dictionary, coding scheme, index, and change-control approach help teams interpret and maintain the structure.
