Bots can help people find information, answer questions, monitor services, or complete transactions; they can also collect data without permission, send spam, or disrupt a site. Whether a bot is useful or harmful depends on its purpose, behavior, authorization, and impact—not simply on whether it is automated.
What is a web bot?
A bot is “a software application programmed to do certain tasks,” as Cloudflare defines it in its documentation, last updated July 1, 2026. Bots often repeat tasks over a network and may interact with websites, chat with visitors, or scan online content. The term web bot commonly refers to bots doing these kinds of tasks on or through the web.
Automation alone does not make a bot abusive. A search crawler fetching public pages and a bot attempting credential stuffing are both automated, but they have different purposes, behaviors, and effects. To assess a bot, consider what it is doing, whether the activity is authorized, how it interacts with the site, what data it accesses, and what it means for users and infrastructure.
What are bots used for?
Bots automate tasks that would otherwise require people to perform repetitive actions manually. Common uses include:

- Finding and indexing content: Search crawlers visit pages so a search engine can discover and index them.
- Answering questions: Chatbots handle conversations, such as customer support or guidance through a service.
- Collecting information: Scrapers gather specified data from pages; the authorization and effect of that collection matter.
- Comparing or completing purchases: Shopping bots can compare prices, while transaction bots automate steps in a transaction.
- Watching for changes or problems: Monitoring bots check system or traffic conditions.
- Abusing services: Bots may send spam, buy tickets for resale, attempt account takeovers, or contribute to denial-of-service activity.
A useful bot can still create unwanted load or access data in ways a site operator does not permit. A bot’s label is not a substitute for examining its actual conduct.
What are examples of bots?
Web crawlers and spider bots
A crawler, sometimes called a spider, fetches pages and follows links to discover content for indexing. Google describes Googlebot as the generic name for its smartphone and desktop crawlers. Google says it discovers URLs primarily through links on previously crawled pages. Its crawling behavior and limits are specific to Google; they are not rules that apply to every crawler.
Chatbots
Chatbots communicate with users through a website or another interface. GOV.UK describes three broad designs:

- Menu-based: Users choose from predefined options.
- Keyword recognition: The bot responds to words or phrases it recognizes.
- Natural-language processing (NLP): More advanced systems interpret user language to respond.
A chatbot can combine these approaches. Use cases include customer support and automating repetitive tasks. GOV.UK also advises considering whether a chatbot is the right solution at all: better site content or search may serve users more effectively. If a chatbot is used, explain that it is automated, set out its limits, and provide a way to reach a person when appropriate.

A scraper collects selected content from pages. A shopping bot may compare prices, and a monitoring bot may watch systems or traffic for conditions that need attention. These categories describe tasks, not a guarantee that a bot has permission to perform them or that its behavior is harmless.
Spam, ticket, and denial-of-service bots
Abusive bots may harvest email addresses, create fake accounts, buy tickets for resale, or generate traffic intended to impair a service. A botnet is different from an ordinary crawler: RFC 6561 describes botnets as networks of bots acting on remote instructions, with possible uses including spam, identity theft, denial-of-service attacks, and click fraud.

Are all bots bad?
No. Crawlers that help make content discoverable, support chatbots, and authorized monitoring or transaction automation can be useful. Bots become a concern when their behavior is unauthorized, deceptive, harmful to users, or damaging to a service. An automated request by itself does not prove malicious intent; likewise, a familiar user-agent name does not prove that a request is genuine.
For website operators, the practical goal is to distinguish traffic by behavior and impact rather than block every automated visitor. Some crawlers support search visibility, while other automated activity may need limits or blocking. Cloudflare describes AI-related web activity in three behavior-based groups:

- Search: Collecting or indexing content to answer questions later.
- Agents: Real-time automated activity on a person’s behalf.
- Training: Crawling content to train or fine-tune a model.
These categories describe different activities; they do not by themselves establish whether a particular request is authorized or welcome.

What can website owners control?
Use robots.txt for crawl instructions, not access security
Google says robots.txt can prevent crawling, but a blocked URL may still appear in search results. If the goal is to keep a page out of Google Search, Google identifies noindex as the relevant indexing control. If a page must be inaccessible to crawlers and users without credentials, password protection is an access-control option. These controls solve different problems: crawl instructions are not a substitute for preventing access.
Verify requests claiming to be Googlebot
A request’s user-agent header can be spoofed. Google recommends verifying purported Googlebot requests through reverse DNS or by checking Google’s published Googlebot IP ranges. Do not treat a self-declared user-agent string as proof of identity.
Classify traffic before choosing a response
For a bot-management decision, assess the task, authorization, interaction pattern, data accessed, and effect on people and infrastructure. Blocking all bots can also block crawlers that a site wants for search visibility. Cloudflare and AWS describe bot management as identifying traffic and applying controls; their descriptions explain their own service concepts, not an independent comparison of products.

How do you choose or design a chatbot?
Match the chatbot design to the user’s task rather than choosing the most complex system by default. GOV.UK recommends researching whether a chatbot or improved content and site search will best help users. For a chatbot, assess:
- User need: Is a conversation actually the most direct way to complete the task?
- Task complexity: Can predefined choices or keyword matching handle it, or does it require interpreting varied language?
- Response or decision: What must the bot answer, and what should it do when it cannot?
- Limits and handoff: Are the bot’s capabilities clear, and can users reach a person when needed?
- Integration: Does it work with the service and information users need?
A clear disclosure that a system is automated helps set expectations. A human contact path is especially important when the bot cannot resolve the user’s problem.
