A virtual radio station is an audio service that delivers radio-style programming to listeners over the internet. It may be an online-native station, a terrestrial station streamed online, or—if it tailors each listener’s stream—a personalized radio service. The key distinction is how the audio is delivered, not whether the station uses a particular device or is personalized.

What does “virtual radio station” mean?

“Virtual radio station” is a plain-language term for a radio-style service distributed online. UK law uses the related term “internet radio service,” defining it as a service that provides sound programmes, with any ancillary services, for public reception via the internet. See Media Act 2024, section 362BF.

In practical terms, listeners receive the programming through an internet connection rather than relying only on a terrestrial radio signal. The audio can be heard on connected devices such as computers, smartphones and smart speakers, among others, as described by the Federal Communications Commission.

What kinds of virtual radio stations are there?

The term can describe different ways of delivering radio-style programming. These distinctions help clarify whether a station has an over-the-air counterpart and whether every listener hears the same stream.

Internet-native station

An internet-native station originates as an online service. It does not retransmit a simultaneous terrestrial broadcast.

Terrestrial station simulcast online

A simulcast sends a terrestrial station’s broadcast over the internet, generally at the same time. Testimony in a U.S. Copyright Royalty Board proceeding describes simulcast content as generally identical to the terrestrial broadcast, although advertisements may differ. That description is useful for understanding the term, not a universal legal definition.

Personalized or custom radio

Custom radio creates an individualized stream based on a listener’s stated preferences. An internet radio station, by contrast, can provide a shared programmed stream that does not change for each listener. So internet radio is not automatically personalized.

Virtual radio vs. terrestrial radio vs. personalized radio

These labels describe different features. “Internet” identifies the delivery route; “simulcast” identifies a retransmission; “custom” describes how programming is selected for a listener. The Copyright Royalty Board proceeding distinguishes these concepts, but its testimony should not be treated as a universal legal standard.

How is internet radio different from regular radio?

The main difference is reception. Terrestrial radio reaches listeners over the air; a virtual station reaches them through the internet. Online radio therefore needs an internet-connected device and connection, while terrestrial radio can be received with a radio tuned to the broadcast signal. A terrestrial station can use both routes by simulcasting its programming online.

Internet delivery does not, by itself, tell you whether the station is live, whether it has a terrestrial counterpart, or whether it chooses music for each listener. Those depend on how the service is programmed.

Does a virtual radio station need a licence?

Requirements depend on the country and on what the service broadcasts. In the UK, Ofcom says, “We do not regulate online-only radio services, and so these stations do not require a licence from Ofcom.” However, an online station that plays music needs relevant licences from PPL and PRS for Music. Ofcom advises operators to contact those organizations about requirements and costs; see its internet radio guidance.

That is a UK-specific explanation, not a global rule. The fact that a service streams online does not establish what permissions it needs in the United States or elsewhere; operators should check the rules for their jurisdiction.
