A Type 3 font is a font whose glyphs are drawn by procedures rather than being limited to conventional outline descriptions. The term has a related but distinct meaning in PostScript and PDF: PostScript Type 3 fonts use PostScript procedures, while PDF Type 3 fonts use streams of PDF drawing operators called CharProcs.
What does Type 3 font mean in PostScript?
In PostScript, a Type 3 font is a user-defined font whose glyphs are defined by ordinary PostScript procedures. Those procedures are stored in the font dictionary under entries named BuildGlyph or BuildChar. Adobe’s PostScript Language Reference, Third Edition gives this definition and discusses Type 3 fonts in Section 5.7.

A glyph is the visual form drawn for a character or symbol. It can represent a complete character, part of one, or an arbitrary symbol, as Adobe’s Acrobat API reference explains. The PostScript procedure controls how that form is drawn.
What does Type 3 font mean in PDF?
A PDF Type 3 font defines each glyph with a CharProc: a stream of PDF page-marking operators that draws the glyph. The font’s encoding maps character codes to glyph names, which connect text in the PDF to the corresponding drawing procedure. Adobe’s PDF Reference documents this structure.

That PDF representation is related to PostScript Type 3, but it is not the same mechanism. PostScript Type 3 uses procedures in a PostScript font dictionary; PDF Type 3 uses glyph-specific streams of PDF operators.
How a PDF Type 3 font is structured
A PDF Type 3 font dictionary specifies the glyph procedures and the information needed to position and interpret them. Its principal components include:

CharProcs: a dictionary mapping glyph names to streams that draw those glyphs.FontBBox: the font’s bounding box in character space.FontMatrix: the transformation from character space to text space.- Character widths and the character-code range, which specify how text characters map and advance.
The first operator in each CharProc is d0 or d1. These operators provide width information and cache-related information for the glyph. The PDF Reference describes the dictionary requirements and operator behavior.

Why use a Type 3 font?
Because its glyph definitions can use general drawing operations, a Type 3 font can describe more than conventional outline-only letterforms. In PDF, a CharProc may use PDF page-marking operators to draw a glyph; in PostScript, the defining procedure can use PostScript operations. That flexibility makes the format suitable for elaborate glyphs and symbols, though it does not guarantee that they will remain clear at every size.

What is the main limitation?
Adobe notes that PDF Type 3 fonts have no built-in hinting and no mechanism to improve output at small sizes or low resolutions. Hinting helps adjust letterforms for clearer rendering on limited-resolution output. This is a format limitation to consider when evaluating a particular PDF, not proof that every Type 3 font will render poorly.
