A “Russian messaging app” is a category, not the name of one specific product. It can mean an app developed in Russia, run by a Russian company, or officially designated for a national role. MAX is a current example: VK describes it as a national messenger and digital-services platform.
What does “Russian messaging app” mean?
The phrase can refer to a messaging service based on its origin, operator, or official status. Those meanings are related but not interchangeable: calling an app Russian does not, by itself, explain who operates it or what role the Russian government assigns it.
MAX fits the category as a service associated with VK and described by VK as a national messenger and digital-services platform. It is not the only possible meaning of the general phrase.
What is MAX, and what can it do?
MAX is a messaging app for smartphones and computers, according to its official help page. The operator lists text and other messages, photos, videos, files up to 4 GB, and voice and video calls. Its description also includes mini-apps, chatbot-building tools, and a payment system.

In a March 2026 release, VK described MAX as available on mobile, desktop, and the web. VK listed chats, voice messages, audio and video calls, large-file sharing, money transfers, mini-apps, and chatbots; information channels were then in test mode. These are operator descriptions of the product, not an independent assessment of how well each function works.
How widely is MAX used?
VK said MAX launched on 26 March 2025. At its first anniversary on 26 March 2026, the company reported more than 107 million registered users. It also reported more than 77 million daily users in March 2026, with averages of over 1.5 billion messages and about 30 million calls per day. These are VK-reported figures, not independently verified market measurements. VK’s anniversary announcement provides the dated figures.

VK also reported agreements with Beeline, MTS, Megafon, and T2 to use MAX for authorization, service, and transactional messages. That indicates uses beyond person-to-person chat, but it does not establish how widely each company’s customers encounter the service. VK’s announcement describes those agreements.
Why does MAX have a national role in Russia?
Russian device-preinstallation policy is part of MAX’s context. ConsultantPlus summarizes Russian Government orders dated 19 August 2025 as requiring MAX preinstallation on covered devices from 1 September 2025, replacing VK Messenger on the preinstallation list. The exact devices and legal scope depend on the underlying orders; see the ConsultantPlus summary and the orders it identifies.

A separate governance issue appears in a Council of the European Union act dated 13 July 2026. The Council’s account describes MAX’s promotion alongside restrictions on competing services and says information gathered through MAX served as a basis for a fine. This is the Council’s account of the matter, not a technical security audit of MAX.

Product feature lists and official policy descriptions do not answer every question someone might have before choosing a messaging app. The sources cited here do not establish a complete technical account of MAX’s encryption or independently verified privacy properties, nor do they establish current registration eligibility in every country.
