A report program generator is a utility that turns report requirements into a program. The generated program—not the generator itself—processes data and produces the report. The phrase also appears in the history of IBM’s RPG programming language, so it helps to distinguish the general utility from IBM RPG for IBM i.
What a report program generator does
A report program generator takes a description of a desired report and creates a separate program to make it. IBM’s 1962 7070 System Analysis Guide states the distinction directly: “Report Program Generator does not produce the report but generates a report program which prepares the report.” The generated program is then run against data to produce the output. In other words, the generator automates program creation; it is not necessarily a tool that directly displays or exports a finished report. That distinction is especially useful when reading older material that uses “RPG” to mean Report Program Generator.
What goes into a generated report program
The requirements can specify where data comes from and how it should be presented or summarized. A U.S. Navy digital-computing training module describes specifying an input file, report headings, record fields, calculations, and the fields to print or summarize. The generator uses those instructions to create a program, which is then run with the input data. See NEETS Module 22.

Grouped totals and control breaks
A report may group records by a field such as a department or account. In the NEETS example, when the selected control field changes, the program prints the accumulated summary for the group. This behavior is called a control break: a change in a grouping value triggers summary output. The module also notes that RPGs can generate programs to update data files, not just produce printed reports.
How this relates to IBM RPG today
IBM uses RPG as the name of a business programming language documented for IBM i. IBM’s glossary describes RPG as a language for business data-processing applications such as report writing, inquiry, payroll, order entry, and production planning. Its ILE RPG Programmer’s Guide describes RPG IV source specifications for files, data definitions, calculations, and output.

So, “report program generator” can refer to the historical utility concept, while “RPG” in contemporary IBM documentation usually refers to the programming language. They are related by the language’s report-generation history, but RPG is not a generic name for every modern report-building product.
IBM’s CRTRPTPGM command
IBM documents CRTRPTPGM for IBM i 7.5. The command starts the RPG/400 compiler for automatic reports and can create an Auto Report program. This is a specific facility on the documented platform and release, not a description of how all reporting software works.

How report generators differ from report builders
The label alone does not tell you what a tool produces. When assessing a particular facility, check whether it generates source code, a runnable report program, or a finished report directly. Also check supported input formats and output layouts, handling of calculations and grouped totals, whether it can update data, and the required platform, compiler, or runtime.
For example, Oracle’s JD Edwards World documentation describes Report Design Aid as a CASE-tool facility that can assist with report totals and subheadings. It also says the aid is unavailable on the Java platform for JD Edwards World and describes use of the green-screen platform. That is a product- and platform-specific example, not a general definition of report program generators. Read Oracle’s JD Edwards World documentation.
