A public IP address is an Internet Protocol address that is not reserved for private or another special purpose and is classified as globally reachable in the relevant routing context. That classification does not guarantee a device will accept connections: firewalls, routing policies, and network address translation can still prevent access.

What does “public IP address” mean?

“Public” describes an address’s place in Internet address space, not whether a particular computer or service is open to strangers. IANA’s IPv4 registry defines “Globally Reachable” as whether a datagram addressed to a special-purpose block can be forwarded beyond a specified administrative domain. IANA cautions that special-purpose prefixes are not guaranteed to be routable in every local or global context. See the IANA IPv4 Special-Purpose Address Space registry.

In practical terms, a public address is used for communication across networks, subject to the network’s routing and security configuration. A public address alone does not prove that a host is online, that a service is listening, or that an incoming connection can pass through a firewall or NAT device.

How is a public address different from a private one?

IPv4 private-use addresses are intended for private networks and should not appear on the public Internet. The three ranges defined for private use are:

  • 172.16.0.0/12
  • 192.168.0.0/16

These ranges are often used for devices inside a home or business network. In a common home setup, a device has a private local address while the Internet-facing connection uses a separate address. Network designs vary, however, and some providers use shared address space such as 100.64.0.0/10. IANA classifies that shared range separately from RFC 1918 private use and marks it not globally reachable. The IANA explanation of private-use IP addresses describes the three private ranges.

Do not classify every IPv4 address outside the three private ranges as public. Other special-purpose blocks include loopback, link-local, documentation, and benchmarking ranges; their registry classifications and reachability properties differ. Check the relevant IANA registry rather than relying on a three-range test.

Does the same distinction apply to IPv6?

Yes. IPv6 has its own special-purpose registry, so IPv4 rules should not be applied to IPv6 addresses. For example, IANA marks ::1/128 (loopback), ::/128 (unspecified), and ::ffff:0:0/96 (IPv4-mapped) as not globally reachable. Use the IANA IPv6 Special-Purpose Address Space registry to check IPv6 classifications.

How can you tell whether an address is public or private?

  1. Identify the protocol. Determine whether the address is IPv4 or IPv6; each has a separate IANA special-purpose registry.
  2. Look up the address’s block. Compare it with the current IPv4 registry or IPv6 registry.
  3. Read the classification and reachability field. Check whether the block is private-use, shared, loopback, link-local, documentation, or another special purpose, and whether IANA marks it globally reachable.
  4. Keep registry status separate from connection testing. Even a globally reachable address may not accept traffic because of firewalls, routing policy, NAT, or service configuration.

Registry status does not identify a person. IANA allocates address pools to five Regional Internet Registries (RIRs), which allocate addresses to network operators and ISPs rather than directly to end users. Identifying the responsible organization may require an RIR registry lookup. See IANA’s explanation of abuse issues and IP addresses.

Is a public IP address the same as a static IP?

No. Public versus private describes an address’s scope or use; static versus dynamic describes whether an assigned address changes over time. Those are separate properties. Whether a particular Internet connection’s address changes depends on its provider and network arrangement; the classification alone does not tell you.
