A mobile data service provides internet access to a phone or other supported mobile device over a cellular network. It lets you browse websites, use maps, stream media and make video calls when you are not using Wi-Fi. Your plan may limit how much data you can use, and coverage, network conditions and device compatibility affect how well the service works.
What does mobile data mean?
Mobile data is internet traffic carried between your device and a cellular network over a wireless radio connection. From there, the provider’s network connects that traffic to the internet. Ofcom describes a mobile phone as “a wireless user station that connects to a network by a radio link” in its mobile and wireless broadband guidance.
The phrase “mobile data service” is commonly used for this kind of connectivity; it does not have one universal legal definition with the same thresholds everywhere. In a US reporting context, the FCC’s 2022 Broadband Data Collection definition of mobile wireless broadband includes service that lets users send or receive internet information on a mobile device over a mobile network at more than 200 kbps in at least one direction. That figure is an FCC subscription-reporting criterion, not a global minimum speed or a recommendation for consumers. See the FCC Broadband Data Collection data specifications.
Phones are common users of mobile data, but supported tablets, cellular-equipped computers and hotspots can use it too. Whether a device can connect depends on its cellular capabilities and the network and plan available to it.

What uses mobile data—and what does not?
Web browsing, social media, navigation, music and video streaming, and video calls can all use mobile data when the device is connected through its cellular service. If the phone is connected to Wi-Fi, it can use that separate local wireless connection for internet access instead; not every internet activity on a phone consumes the mobile plan’s allowance.
Mobile internet data is distinct from cellular voice calls and text messages, even when one package bundles them together. In its 2024 terminology, GSMA defines mobile internet activity as activity that consumes mobile data and excludes SMS, MMS and cellular voice calls. That is the report’s measurement choice, rather than a universal definition for every provider or service. See the GSMA State of Mobile Internet Connectivity Report 2024.

What is a mobile data allowance?
A data allowance is the amount of internet data a plan permits during a stated period, often measured in gigabytes (GB). Ofcom defines it as the internet data a phone can use each month when it is not connected to Wi-Fi in its consumer guidance on mobile packages.
An allowance is not the same as connection speed, coverage or signal strength. A larger allowance gives you more data to use under the plan’s terms; it does not by itself make the connection faster or extend the network’s reach. Providers’ rules differ, so check what happens when an allowance is used up and whether an “unlimited” offer has fair-use terms, speed restrictions or a separate roaming limit. Ofcom advises people who stream HD video to consider how that affects their usage.

Does using mobile data cost extra?
It depends on your plan and how you use the service. Mobile data may be included in a monthly package or prepaid allowance. If you exceed a limit, use data while roaming, or have a plan with different charges for particular usage, extra costs or restrictions may apply. Check your provider’s plan terms rather than assuming that mobile data is always included or always billed separately.
What happens when you use mobile data abroad?
Roaming lets a device connect through another available network when travelling outside its home provider’s coverage. It can support internet data as well as voice and messaging, but the ability to roam does not mean data is included at no extra cost. GSMA explains roaming in its roaming overview.

In the UK, Ofcom advises customers to check roaming availability, limits and charges with their provider before travelling. Its guidance says providers must publish roaming charges and send an automatic message when a customer enters another country unless the customer has opted out. - Coverage and performance: Check service where you live, work and travel. A 5G connection may generally be faster than older 4G, but you need a compatible phone and plan, and actual availability and performance depend on coverage and network conditions.
- Allowance versus usage: Match the plan’s data amount to how you use your phone, especially if you stream video or are often away from Wi-Fi.
- Roaming: Check which destinations are covered, how much data is included, and what charges apply outside any included limits.
- Speed and fair-use rules: Read restrictions that may apply to unlimited data or after you reach an allowance.
- Plan and full cost: Compare contract length, handset payments, add-ons and any early exit costs, not just the advertised monthly price.
