Recipients might be chosen from a contact list or group, or reached because they are in a defined geographic area. The term describes one-to-many distribution, not a single technology: business messaging and public-warning systems use different methods.
What does “message broadcasting system” mean?
It is a system for distributing a message from one source to multiple recipients. The sender may select people or records, address a group or subscription list, or target an area. Messages may use one channel or be relayed through several channels.
“Broadcast” does not specify the channel, mean that the message is public, or guarantee that every intended recipient will receive or read it. The architecture depends on the purpose and how recipients are selected.
What are the main types?
Recipient-list messaging
A sender chooses recipients from contacts, employees, members, or other records and sends a common message to them. For example, Salesforce documentation describes one-to-many SMS to contacts, employees, person accounts, and messaging users in standard SMS channels. That documentation says those channels were retired on February 14, 2026; it illustrates the model but does not establish that the feature or a replacement is currently available. Geographic cell broadcast
Cell broadcast sends short messages simultaneously to mobile phones in a defined geographic area. It is used in public-warning contexts. Recipients do not need to give the sender their phone numbers or location data, but a handset must be on and configured to accept cell-broadcast messages. ITU: Cell Broadcast
Multichannel public warning
Public authorities may distribute alerts through more than one warning system or channel. The Common Alerting Protocol (CAP) is a format for exchanging all-hazard alerts and public warnings over ICT networks; it can help keep the message consistent across systems. CAP is not, by itself, the network or service that delivers the alert. ITU: Common Alerting Protocol

How does broadcast messaging work?
- An authorized source prepares a message. The sender or alerting authority creates the content for its intended purpose.
- The system determines the audience. It may use a contact list or group, or select devices within a geographic area.
- The message is sent over one or more channels. A business notification may use a messaging channel; a public warning may be distributed across multiple systems. CAP can provide a common exchange format for alerts, but does not perform delivery on its own.
- Recipients receive it according to the channel’s conditions. For example, cell broadcast depends on a compatible handset being on and configured to accept alerts. Broadcast describes distribution, not confirmed receipt or reading.
How is SMS different from cell broadcast?
SMS is commonly used to send messages to selected numbers or contact records. Cell broadcast instead addresses phones in a defined geographic area and does not require the sender to obtain each recipient’s number. They therefore differ in how the audience is selected, even though both can carry messages to multiple phones.
The label “broadcast” alone does not tell you which method a system uses. Check whether it targets a list, a subscription or group, or a location, and which channels it supports.

What should you check when comparing systems?
- Recipient selection: Does the system use a contact list, group or subscription, or a geographic area?
- Channels: Which delivery methods does it support, and can one alert be distributed through several systems?
- Recipient requirements and privacy: Do people need to opt in, install an app, or share contact details? Cell broadcast does not require recipients to share phone numbers or location data with the sender.
- Authority and controls: Who is allowed to issue messages, and how are access and message consistency handled?
- Delivery expectations: What does the system report about sending or receipt? Do not assume a universal delivery guarantee or identical performance during congestion; these depend on the system and channel.
- Accessibility: Consider whether the alert can reach the intended audience in an understandable and usable form across its channels.
When is a message broadcasting system useful?
Recipient-list systems suit communication with a known audience, such as staff or subscribers. Geographic cell broadcast suits warnings intended for people in a particular area, including those whose contact details are not known to the sender. Multichannel public-warning arrangements can distribute a consistent alert through different warning systems. These are distinct use cases rather than interchangeable implementations.
ITU reported in its 2025 Facts and Figures discussion of cell broadcast that over 98 per cent of the world’s population was covered by a mobile network and four out of five people owned a mobile phone. Those broad connectivity figures are not a guarantee that a particular alert system will reach, deliver to, or be read by an individual. ITU: Cell Broadcast

Does “broadcast” mean unsolicited bulk messaging?
No. The word describes one-to-many distribution, not whether recipients asked for the message or whether it is spam. ITU-T Recommendation X.1238, published in December 2025, notes there is no globally agreed definition of spam and describes common usage as unsolicited bulk electronic communications over email or mobile messaging for commercial marketing.
