A Layer 4 switch is a network switch that can use transport-layer information—usually TCP or UDP port numbers—in a forwarding-related decision. Depending on the device, it may use those fields to distribute traffic across links, classify traffic, or apply a policy. The label is not a single standardized device category, so check what the specific switch actually does.
What Layer 4 means
Layer 4 is the transport layer in the OSI model. It provides end-to-end communication services. TCP and UDP are familiar transport protocols: TCP provides connection-oriented, reliable service, while UDP provides connectionless datagram service. These are useful examples, not a complete inventory of every transport protocol. RFC 1812, published in June 1995, describes the transport layer and these protocols.
TCP and UDP headers include port numbers that help identify transport endpoints. A switch that uses source or destination ports as inputs to a path-selection hash is using Layer 4 information. That does not mean it terminates TCP connections, reads application payloads, or makes decisions based on application content. Port-aware forwarding is not the same as Layer 7 inspection.
What a Layer 4 switch can do
Distribute flows across bundled links
Switches can use a hash of packet fields to select a member link in a trunk or port channel. Depending on the model and configuration, the hash may include MAC addresses, IP addresses, and TCP or UDP ports. Including ports can help distinguish flows that share the same IP addresses, but it does not guarantee an even distribution: the result depends on the selected fields and the traffic mix.

For example, HPE documents an AOS-S trunk load-balancing option that can use TCP/UDP source and destination ports as well as source and destination IP and MAC addresses. In that documented context, the setting applies to all trunks on the switch. Cisco’s Nexus port-channel documentation likewise lists source and destination TCP/UDP ports among configurable criteria. The available fields and behavior are product- and release-specific. See the HPE documentation and Cisco Nexus guide.
Classify traffic or apply policy
A device may also match transport information, such as a TCP or UDP port, when classifying traffic or applying a traffic policy. The phrase “Layer 4 switch” alone does not establish which classification or policy features are present; consult the feature documentation for the exact model.

Layer 4 switch vs. Layer 3 switch
A Layer 3 switch makes forwarding decisions using network-layer information, such as IP addresses. A Layer 4-capable switch can additionally use transport-layer fields such as TCP or UDP ports for a particular supported function. The distinction describes what information a feature can use; it does not mean every device marketed as Layer 4 replaces routing or performs application-aware inspection.

Port-aware hashing is not application inspection
Port numbers are header metadata. Using them to choose a link or match a traffic rule does not reveal the contents of the application data, and it does not by itself identify what a user is doing inside an application.

Distribution depends on hash inputs
A hash can distribute flows poorly if a selected field has little variation in the traffic. Cisco’s Nexus guidance calls out the importance of choosing fields that provide enough variety. A switch’s L4 capability is not a guarantee of balanced utilization or improved performance; the actual traffic and hash configuration matter.
Fragments and packets without transport fields
Transport ports may not be available in every packet. In the specific HPE AOS-S behavior documented, L4 ports are used only for non-fragmented packets. When port information is absent, the switch falls back to Layer 3 and then Layer 2 information; non-IP traffic uses Layer 2 information. Do not assume that another switch handles fragments or missing fields the same way.

UDP does not provide built-in congestion control
UDP is connectionless, but that does not mean applications using it need no reliability or congestion safeguards. The IETF’s RFC 8085, published in March 2017, notes that UDP has no inherent congestion-control mechanisms and gives guidance for UDP usage.

What to check in a switch’s documentation
- Fields used: Confirm whether the feature hashes or matches MAC addresses, VLANs, IP addresses, protocol, and source or destination ports.
- Protocols covered: Check whether port-based behavior applies to both TCP and UDP.
- Packet edge cases: Look up handling for fragments, non-IP traffic, and packets with no available transport information.
- Scope: Determine whether the setting applies per trunk, per port channel, or globally.
- Purpose: Establish whether the feature distributes links, classifies traffic, or applies policy. Do not confuse link distribution with server-side load balancing.
- Exact model and software: Verify the behavior in current documentation for the device and software release you plan to configure or buy.
