It is used when replacing keycaps or accessing the keyboard surface for cleaning. If you need to remove a hot-swappable switch, use a separate switch puller.
What a keycap puller does
Keycap pullers lift removable keycaps from their switches. If you have seen a small loop or tweezer-like tool with two arms, that may be the item you are trying to identify: a Best Buy reader described one as a “little ring thing with two clips,” and a retailer answer attributed to Corsair identified it as a keycap puller for cleaning or replacing keycaps (Best Buy product Q&A).
Removing a cap exposes the area around the key and lets you install a replacement. The tool does not, by itself, remove the switch mounted beneath the cap.
Keycap puller vs. switch puller
These tools do different jobs. NACON’s CL-7500M instructions distinguish them: use the key cap puller to remove a keycap, then a switch puller to remove the switch (NACON CL-7500M instructions). A switch puller is relevant only if the keyboard has removable switches and the switch itself needs to come out.

Common keycap puller types
Retail listings include wire-style and plastic pullers. Max Keyboard lists a steel-wire keycap puller and a separate plastic keycap-removing puller; its description says the wire arms can bend outward to fit mechanical-switch keycaps (Max Keyboard accessories).
Those listings establish that both forms are sold, not that one is safer, more durable, or compatible with every keyboard. Check whether the tool’s shape fits the keycaps you intend to remove, and use the keyboard maker’s instructions.

How to remove a keycap
Removal guidance can vary by keyboard. For its OmniKey, Northgate instructs users to hold the plastic top of the puller, fit its arms over the target key until they snap beneath it, then pull straight up with firm pressure. The guide warns: “Don’t wiggle the puller from side to side. This will damage the key.” Follow that procedure for the OmniKey, not as a universal rule for every keyboard (Northgate OmniKey User’s Guide, “Pulling Key Caps”).
Other manuals may specify which caps can be removed. For example, ASUS’s GK2000 Horus RGB guide identifies keycaps for removal with a key cap puller as part of its replacement instructions (ASUS GK2000 Horus RGB guide). Consult your own keyboard’s manual before pulling a key, especially if it has an unusual mechanism.

Is a keycap puller suitable for every keyboard?
Compatibility should not be assumed. The cited retail descriptions concern mechanical-keyboard keycaps, while the manuals give model-specific instructions. The available product and manual information does not establish that these pullers work with laptop or scissor-switch keyboards, or with every keyboard design. Check the manufacturer’s guidance for your exact model.
