A boot sequence is the ordered process in which a device’s firmware selects and starts boot software, usually an operating-system loader. “First boot” can mean the opening stages of every startup or a device’s first-ever startup; those are different situations. This article explains the normal startup sequence on a UEFI PC and gives one clearly labeled embedded-device example.

What does “first boot sequence” mean?

The phrase is ambiguous. It may refer to the first steps each time a device starts, or to the first-ever startup of a new or newly configured device. In either usage, a boot sequence is firmware-directed: firmware initializes the platform, chooses boot software according to its rules, and hands control to that software. It is not simply the moment someone presses the power button.

The exact sequence depends on the platform. A UEFI-based PC and an embedded device whose startup is controlled by ROM code may follow different rules.

What happens when a UEFI PC starts?

On a UEFI PC, firmware initialization precedes boot selection. The UEFI boot manager then applies firmware policy to determine what to load. The UEFI Forum describes it as “a firmware policy engine that can be configured by modifying architecturally defined global NVRAM variables” in the UEFI Specification 2.11, section 3.

  1. Firmware initializes the platform. The firmware prepares the system to proceed to boot selection.
  2. The boot manager chooses an option. Ordinarily, it reads the boot-order list in the globally defined NVRAM variable BootOrder. Each boot entry identifies a device and a UEFI image to load; that image may be an operating-system loader.
  3. A one-time choice may take priority. If configured, BootNext identifies an option the firmware tries before following the normal BootOrder list.
  4. Firmware loads the selected image. If the selected path succeeds, control passes to the boot software, which continues starting the operating system or other software.
  5. Recovery may follow a failure. If normal options fail or recovery conditions apply, the firmware may attempt recovery options. The available behavior depends on the firmware and platform.

These named variables and behaviors describe UEFI; they should not be assumed to exist on every PC or embedded device.

What does “first boot” mean for an embedded device?

For some embedded devices, “first boot” means the device’s first startup out of the factory or after initial configuration. Microchip’s SAM9X60 boot-sequence documentation describes ROM code trying an ordered list of embedded memory controllers.

If there is no bootable user application—for example, because one has not yet been written to external nonvolatile memory—the SAM9X60 ROM code runs the SAM Boot Assistant monitor. The monitor waits for a connection from the SAM-BA tool. This is an example for the SAM9X60, not a general rule for how a computer behaves on its first startup. Microchip advises checking online documentation against the documentation on the device’s product page.

What if the expected boot option does not work?

The next action is platform-specific. UEFI firmware may try another configured boot option or enter recovery processing, while embedded devices may follow their own ROM-defined fallback behavior. The UEFI specification describes its mechanisms; it does not establish that all devices use the same fallback. When investigating an actual startup problem, identify the firmware platform, the configured priority or one-time override, the selected device and loader path, and the platform’s behavior when that choice fails. Those details distinguish a boot-selection issue from later problems loading the operating system.

Does the definition require a USB drive?

No. A USB flash drive is relevant when creating or using removable installation, boot, or recovery media; it is not part of the definition of a boot sequence. Whether a particular device can start from removable media depends on its firmware and configuration.
