A comma-separated values (CSV) file is a plain-text way to represent tabular records: commas separate fields, and line breaks separate records. CSV is widely used to move data between spreadsheet and database software, but not every application handles it in exactly the same way.
What does CSV stand for?
CSV means “comma-separated values.” A CSV file stores rows of data as text rather than as a spreadsheet workbook with formatting, formulas, or multiple sheets. Each record is made up of fields, such as a name, date, or amount.
The format is commonly used to exchange tabular data between applications. RFC 4180, published by the IETF in October 2005, describes a widely followed CSV convention and registers the media type text/csv. The RFC is informational; it explicitly says it does not specify an Internet standard of any kind. Read RFC 4180.

In the RFC 4180 convention, commas separate fields and CRLF line endings separate records. A simple example is:

Mina,Denver,Support
Leo,Austin,Finance
Here, each row is a record, and each comma separates one field from the next. The spaces in a field are part of its value; they are not automatically removed.
Commas inside a value
A comma inside a value does not necessarily mark a field boundary. Under the RFC convention, enclose a field containing a comma in double quotes:

Double quotes inside a value
When a quoted field itself contains a double quote, represent that quote by doubling it:

Line breaks inside a value
A field can span more than one physical line if it is enclosed in double quotes. A CSV-aware reader treats the line break as part of that field, not as the end of the record:

RFC 4180 summarizes the convention this way: “Fields containing line breaks (CRLF), double quotes, and commas should be enclosed in double-quotes.” RFC 4180, section 2.
Does a CSV file always have a header row?
No. A header row is optional. If one is present, it gives names to the columns, as in the examples above; without one, the first record contains data. RFC 4180 allows either arrangement, and its text/csv registration includes an optional parameter to indicate whether a header is present. RFC Editor record for RFC 4180.

Why can CSV files behave differently?
CSV is a family of related conventions rather than a single universally enforced format. RFC 4180 documents a common approach, but applications may differ in delimiter, quote and escaping rules, line endings, header handling, and character encoding. Python’s official CSV documentation describes dialect variation and settings for handling it: Python 3.14.7 CSV documentation.
As a result, a file that opens cleanly in one program may import incorrectly in another. The reading application needs to interpret the file using the dialect and encoding expected for that file; a comma is not guaranteed to be the separator in every CSV-like export.

How should software read a CSV file?
Use a CSV-aware parser or import function configured for the file’s dialect. Do not split every physical line on commas: quoted fields may contain commas, quote marks, or line breaks. When an import looks wrong, check the delimiter, quote and escape behavior, line endings, header setting, and character encoding against the application that created the file.
