A “command-line OS” usually means using an operating system by typing commands into a text interface. More precisely, the command line is not an operating system: it is an interface, typically provided by a shell, for running programs and requesting services from the OS. Windows, GNU/Linux, and macOS all offer command-line shells as well as other ways to use the computer.

What does “command-line OS” mean?

It is an informal, imprecise phrase for an operating system being used through a command-line interface (CLI). In a CLI, you enter text commands rather than relying only on graphical controls such as windows, menus, and icons.

The phrase can make it sound as if the command line is the operating system itself. It is not: the operating system provides the underlying services and runs programs; a shell gives you a way to enter commands that can run programs or interact with those services.

How the terminal, shell, and command-line tool differ

These terms describe different parts of a command-line session. Microsoft Learn defines a shell as “an interactive command-line interface for managing a computer, also known as a Read-Eval-Print Loop (REPL).” The shell interprets the commands you enter and can also run scripts.

  • Terminal: The application or interface that displays text and accepts your keyboard input. It hosts the interaction, but it is not the shell.
  • Shell: The command interpreter running within the terminal. It reads and evaluates commands, then runs programs or passes work to the operating system.
  • Command-line tool: A program launched from a shell to perform a task. Tools commonly receive input and produce output as text; a shell can also redirect that output or connect programs using pipes.
  • Operating system: The underlying system that manages the computer’s resources, provides services, and runs programs.

Microsoft’s Windows Console and Terminal Definitions explains the terminal and console side of this distinction. Its command shell overview describes shells and command-line applications.

Examples of command-line shells

The shell you encounter depends partly on the platform and configuration. These are examples, not exclusive ways to use each operating system.

  • Windows: PowerShell and Windows Command Shell are general-purpose shells. Microsoft documents Windows commands and shells for communicating with the operating system or applications and for automation. See Windows commands.
  • GNU/Linux: Bash is a widely recognized example. The GNU Bash manual describes it as the shell, or command-language interpreter, for the GNU operating system. See What is a shell?
  • macOS: zsh is one example of a shell available on macOS.

Shells can differ in command syntax, scripting features, and available utilities. A command written for one shell may need changes to work in another, even when both shells run on similar systems.

What does POSIX say about a command-line interface?

POSIX.1-2024 defines an operating-system interface and environment that includes a command interpreter (shell) and common utility programs. That describes the scope of this particular standard; it does not mean every operating system or shell conforms to POSIX, or that compliant systems behave identically in every respect. See The Open Group’s POSIX.1-2024 introduction.
