A cellphone’s absorption rate usually means its specific absorption rate (SAR): the rate at which radiofrequency (RF) energy is absorbed per unit mass of body tissue. SAR is measured in watts per kilogram (W/kg). A phone’s published maximum SAR is a result from standardized compliance testing—not a readout of your exposure during ordinary use.

What does SAR mean on a cellphone?

SAR describes how quickly RF energy is absorbed relative to the mass of tissue. The National Cancer Institute (NCI) explains it as a measure used to estimate the dose of energy absorbed from a source; the International Telecommunication Union’s technical definition expresses it as the time derivative of energy absorbed per mass. In plain terms, SAR is neither a phone’s total radio emissions nor a person’s cumulative lifetime dose.

The unit is watts per kilogram (W/kg). A SAR figure is interpretable only alongside the test conditions and the regulatory context in which it was measured.

What do the SAR limits mean?

Limits vary by jurisdiction and exposure category. For example, U.S. rules distinguish whole-body exposure from localized exposure and extremity exposure. The familiar U.S. cellphone limit of 1.6 W/kg is a peak spatial-average limit over any 1 gram of tissue for general-population or uncontrolled exposure; it is not a whole-body average. The current U.S. regulation also sets a whole-body limit and a separate extremity limit.

The U.S. figures are from 47 CFR § 1.1310. The European Commission’s public information gives a 2 W/kg head limit and says phones are tested assuming maximum transmission power, but the cited page is older and does not state its publication date: European Commission: Mobile phones. Because the localized U.S. and European figures use different averaging bases, 1.6 and 2 W/kg are not a direct like-for-like comparison. Check the applicable regulator for current local requirements.

Does a phone’s maximum SAR show your usual exposure?

No. A maximum SAR value comes from specified device configurations and exposure conditions used in compliance testing. It is not a running measurement of a user’s exposure. Actual exposure varies with how the phone is used and how far it is from the body; the NCI notes that SAR decreases very quickly as distance from the source increases.

The FCC has also cautioned that a single reported maximum SAR value is insufficient to compare likely RF exposure among phone models, and that SAR testing does not indicate the RF exposure consumers experience during normal use. That explanation appears in the FCC’s 2012 decision, FCC 12-165. A higher or lower maximum number alone therefore does not establish a person’s typical exposure, health risk, or which phone is safer in everyday use.

How can you find a phone’s SAR information?

For many phones marketed in the United States within the previous one to two years, the NCI says consumers can search the FCC database using the device’s FCC ID. The ID may appear on the phone or in its regulatory materials. Look up the exact model and review its official record; see the NCI’s Cell Phones and Cancer Risk fact sheet.

How can you reduce RF exposure from a cellphone?

The FCC consumer-guide wording quoted in its 2012 decision says that “the most effective means to reduce [RF] exposure are to hold the cell phone away from the head or body and to use a speakerphone or hands-free accessory.” This is distance and use guidance; it does not establish that a particular accessory is required or that products marketed as radiation shields or blockers reduce exposure safely or effectively.
