A bootloader is software that starts or hands control to the next stage of a device’s startup, eventually bringing an operating system to its loader or kernel. On a UEFI computer, firmware first chooses a boot option and may authenticate the selected UEFI image with Secure Boot. The exact stages, names, and security checks vary across computers, phones, and embedded devices.

What a bootloader does

A bootloader is one link in a startup chain. Early firmware or an initial loader selects and starts another component; later components continue initialization until the operating system can run. The term can refer to different stages depending on the platform, so it is useful to distinguish firmware’s boot manager from an operating-system loader.

On a UEFI system, the firmware Boot Manager is a policy engine: it consults configured boot options to decide which UEFI driver or application to try. The UEFI Forum describes it as “a firmware policy engine that can be configured by modifying architecturally defined global NVRAM variables” in the UEFI Specification 2.11, Chapter 3. A boot option identifies a device and a file path to a UEFI image. That image might be an operating-system boot loader, which then continues the OS startup.

How a UEFI computer starts

This is a UEFI-oriented example, not a universal sequence. Older BIOS/MBR systems and embedded devices may use different stages and terminology.

  1. Firmware initializes the platform. It performs early startup work and makes the UEFI Boot Manager available.
  2. Boot policy selects an option. The manager consults its configured NVRAM entries, each of which points to a device and UEFI image path. The specification defines BootOrder as the default ordered list and BootNext as a one-time option tried ahead of that normal order.
  3. Firmware attempts to start the selected image. Depending on platform policy, this may include validating the image under Secure Boot.
  4. The OS boot loader takes over the next part of startup. It continues the operating system’s loading process, ultimately handing control toward the kernel.

Firmware setup screens expose choices such as boot order because the Boot Manager controls which UEFI image to attempt. They do not necessarily describe or manage every internal step the operating system performs after that handoff.

What Secure Boot checks—and what it does not

UEFI Secure Boot is an image-authentication mechanism at the firmware stage. When enabled, the UEFI Boot Manager validates UEFI drivers and boot applications against the platform’s Secure Boot policy before starting them. The official UEFI Secure Boot and Driver Signing chapter describes validation using platform keys and signature databases; enrollment and management details depend on firmware and platform policy.

  • It checks: whether a UEFI driver or boot application is accepted by the configured signature policy at the point firmware is about to start it.
  • It does not mean: the image is encrypted, the system has been generally scanned for malware, or every program and runtime action after the operating system takes control is guaranteed safe.

In other words, Secure Boot helps establish trust at a particular handoff in startup; it is not a blanket safety certification for the whole device.

UEFI Secure Boot and Android Verified Boot are related, not identical

Both mechanisms use cryptographic verification in startup, but they protect different stages and components. Android documents verification of executable code and data in the booted Android version, rather than describing the UEFI Boot Manager’s check of UEFI images. The Android Verified Boot documentation names the kernel and partitions such as boot, dtbo, system, and vendor; larger partitions may use a hash tree so data can be verified as it is loaded.

UEFI Secure Boot UEFI drivers and boot applications as the UEFI Boot Manager is about to start an image. Validation follows platform Secure Boot policy, using platform keys and signature databases. The cited chapter does not establish one universal management arrangement.
Android Verified Boot Android executable code and data before use, including the kernel and relevant partitions; larger partitions may be verified as data is loaded. The cited Android documentation describes verification scope, but does not make Android policy or trust-data management identical to UEFI’s.

These descriptions establish what is checked, not a universal failure response. Outcomes depend on the platform’s implementation and policy; do not assume every system reacts to a verification failure in the same way.

What locking or unlocking a bootloader means

On supported Android devices, the bootloader’s lock state is relevant to whether flashing an image is allowed and to how the device reports its verified-boot state. Android’s bootloader locking and unlocking documentation describes lock-state reporting for devices that support flashing unlock. Support and behavior are device-dependent.

Unlock procedures and consequences are not universal. Follow the documentation for the specific device and its manufacturer; a generic sequence of steps cannot safely be inferred for every phone or other device. The cited Android material does not enumerate side effects for every model.

Why the distinctions matter to developers

  • Identify the stage. Ask whether a setting or failure concerns firmware’s UEFI Boot Manager, an OS loader, or a later verified-boot mechanism.
  • Identify the image. A UEFI application checked by Secure Boot is not the same thing as every kernel, partition, or program the operating system uses later.
  • Identify the platform policy. Boot order, signature trust, lock-state reporting, and permitted flashing depend on the device and its configuration.
  • Use versioned platform documentation for implementation work. UEFI Specification 2.11 was released in December 2024 according to the UEFI Forum specifications index; the Secure Boot chapter cited above is from UEFI 2.10. For procedural or implementation decisions, verify the current specification and target-device documentation.
